No one signed up to speak. <br />Mayor Morris introduced for consideration approval of an appointment <br />to the Historic Preservation Commission to complete a vacancy. <br />Mayor Morris moved to appoint Ellie Stewart as citizen at large to <br />complete the vacancy, which passed unanimously. <br />Mayor Morris introduced for consideration a public hearing and <br />adoption of a Resolution, the caption which was read as follows: <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING THE FUTURE LAND USE MAP OF THE MASTER PLAN OF <br />THE CITY, FROM OPEN SPACE/FLOODPLAIN AND FLOATING NEIGHBORHOOD <br />COMMERCIAL TO HIGH DENSITY RESIDENTIAL FOR AN 11.305 ACRE TRACT <br />OF PROPERTY LOCATED AT THE INTERSECTION OF RIVER ROAD AND STATE <br />HIGHWAY 80 (1600 BLOCK OF RIVER ROAD) AND DECLARING AN <br />EFFECTIVE DATE. <br />Mayor Morris opened the public hearing and asked if anyone wished to <br />speak. No one did, so Mayor Morris closed the public hearing. Mr. <br />Hart moved for adoption of the Resolution and Mr. Moore seconded the <br />motion. Mr. Patterson advised Mr. Guerra the River Road <br />improvements would be under construction in the next few months, and <br />signalization is planned for this intersection at some time in the <br />future (State road). Mr. Cox asked if the floodplain condition had <br />changed at some point, and Mr. Patterson advised FEMA prepared a <br />re-evaluation in 1990. Mr. Moore asked about design work for the <br />construction and was advised there is one outstanding right-of-way <br />issue which requires eminent domain procedures. Mr. Taylor advised <br />Mr. Hart the City has initiated the eminent domain procedure and is <br />waiting on appraisal information and scheduling of the hearing. The <br />Council asked if funding was in place for the project, and Mr. <br />Gilley stated a determination still needs to be made whether or not <br />to proceed with three or five lanes. The Council requested this <br />matter be scheduled at the next Quarterly Workshop. The Council <br />voted unanimously for adoption of the Resolution. <br />REGULAR MEETING OF THE <br />THE CITY OF SAN MARCOS, <br />MARCH 27, 1995 <br />* Mr. Guerra present at 7:35 p.m.
