58 <br />Regular Meeting March 27, 1995 Page 2 <br />Mayor Morris introduced for consideration a public hearing and <br />adoption of a Zoning Ordinance, the caption which was read as <br />follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING THE OFFICIAL ZONING MAP OF THE CITY'BY REZONING <br />A 22.26 ACRE TRACT OF PROPERTY LOCATED AT THE INTERSECTION OF <br />RIVER ROAD AND STATE HIGHWAY 80 (1600 BLOCK OF RIVER ROAD) FROM <br />"C" (COMMERCIAL DISTRICT) TO "MF-3" (MULTI-FAMILY RESIDENTIAL <br />DISTRICT [HIGH DENSITY]) AND DECLARING AN EFFECTIVE DATE. <br />Mayor Morris opened the public hearing and asked if anyone wished to <br />speak for or against the zoning amendment. No one did, so Mayor <br />Morris closed the public hearing. Mr. Hart moved for adoption of <br />the Zoning Ordinance and Mr. Moore seconded the motion. Mr. Guerra <br />asked the proximity of the construction to the river and Mr. <br />Patterson advised the construction will be up on a bluff, but half <br />this property is located in the floodway. The Council voted <br />unanimously for adoption of the Zoning Ordinance. <br />Mayor Pro-Tem Guerra introduced for consideration a public hearing <br />and adoption of a Zoning Ordinance, the caption which was read as <br />follows (Mayor Morris filed a conflict of interest Corm with the <br />City Secretary and abstained on this item due to her husband's <br />interest in this property): <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING THE OFFICIAL ZONING MAP OF THE CITY BY REZONING <br />AN 8.156 ACRE TRACT OF PROPERTY, LOCATED NEAR THE INTERSECTION <br />OF NORTH L.B.J. DRIVE AND HOLLAND STREET FOR "R-1" <br />(SINGLE-FAMILY DWELLING DISTRICT [LOW DENSITY]) TO "MF-2" <br />(MULTI-FAMILY RESIDENTIAL DISTRICT [MEDIUM DENSITY]) AND <br />DECLARING AN EFFECTIVE DATE. <br />Mr. Guerra opened the public hearing and asked if anyone wished to <br />speak. No one did, so Mr. Guerra closed the public hearing. Mr. <br />Guerra expressed a traffic concern and asked how many units were to <br />be constructed, and Mr. Patterson advised 98 units. Mr. Patterson <br />stated the complex is close to the SWT campus and many students will <br />walk to campus. Mr. Moore stated in the past the City has performed <br />trip analyses and found nearby apartment complexes have as many as <br />three trips per day to campus. Mr. Moore asked about the existing <br />water on Holland, and Mr. Patterson stated the developer may be <br />asked to assist with water improvements. Mr. Jenkins advised until <br />the storage tank is built on Ranch Road 12, pressure problems will <br />continue to exist in this area. Mr. Hart stated the wastewater <br />service in the LBJ/Bishop/Sessoms area is undersized and requested <br />more clarification regarding traffic and wastewater issues in this <br />area. Mr. Jenkins stated more capacity is on the horizon with the <br />Sink Creek Interceptor improvements, as this will take some of the <br />lift stations off this area. Mr. Guerra stated he is concerned with <br />the number of units and the fact there are no plans for <br />reconstruction of the roadway. Mr. Patterson stated there is no <br />current funding available for street improvements but will be <br />addressed in the CIP in the future. Mr. Hart stated he wants the <br />city to pay more attention to the thoroughfare process during the <br />platting stage. The Council wants to discuss thoroughfare in their <br />next Quarterly Workshop Meeting. On roll call for adoption of the <br />zoning Ordinance, the following vote was recorded: <br />AYE: Moore, Mooney, Hart, Guerra, Cox, Hernandez. <br />NAY: None. <br />ABSTAIN: Morris.
