59 <br />Regular Meeting March 27, 1995 Page 3 <br />Mayor Morris introduced for consideration a public hearing and <br />approval of the City Council Budget Policy Statement to be used by <br />the City Manager as direction during the preparation of the <br />FY1995-1996 budget. Mayor Morris opened the public hearing and <br />asked if anyone wished to speak. George VonderLippe representing <br />the Greater San Marcos Neighborhood Association stated they were <br />supportive of the Master Plan, Drainage Master Plan and wanted the <br />neighborhood coordinator position. Gwen Smith wanted the Council to <br />maintain neighborhood integrity and protection, expressed hope the <br />railroad tracks be relocated and supports a thoroughfare plan <br />happening. She stated she is interested in the neighborhood <br />coordinator position. No one else wished to speak, so Mayor Morris <br />closed the public hearing. Mr. Moore moved for approval of the <br />Budget Policy Statement and Mr. Mooney seconded the motion. Mayor <br />Morris moved to amend the Policy Statement under Infrastructure <br />priorities to read as follows: " . . . Dedicate $300,000-$500,000 <br />for preventive maintenance, including overlays and reconstruction of <br />streets" . . . "Establish and implement a systematic plan to extend <br />water and wastewater services within the San Marcos City limits," <br />and "Establish and implement expanded CCNs within the San Marcos <br />City limits and its ETJ," and Mr. Moore seconded the motion, which <br />passed unanimously. The Council then voted unanimously for approval <br />of the Budget Policy Statement, which is attached{to these minutes. <br />Mayor Morris introduced for consideration a public hearing and <br />approval of an Ordinance on first reading, the caption which was <br />read as follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />AMENDING THE CITY'S FRANCHISE FOR OPERATION OF A RIVER TAXI <br />SERVICE BY THE SAN MARCOS BREAKFAST LIONS CLUB BY APPROVING AN <br />INCREASE IN THE RATE OF FARE FROM $1.25/PERSON TO $1.50/PERSON, <br />AND DECLARING AN EFFECTIVE DATE. <br />Mayor Morris opened the public hearing and asked if anyone wished to <br />speak. No one did, so Mayor Morris closed the public hearing. Mr. <br />Guerra moved for approval of the Ordinance on first reading and Mr. <br />Moore seconded the motion, which passed unanimously. <br />Mayor Morris introduced for consideration adoption of an ordinance <br />on emergency, the caption which was read as follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING THE CITY BUDGET ORDINANCE FOR THE 1994-1995 <br />FISCAL YEAR TO PROVIDE FUNDING FOR SETTLEMENT OF THE SAN MARCOS <br />JOINT VENTURE VS. CITY OF SAN MARCOS LAWSUIT; AND DECLARING AN <br />EMERGENCY. <br />Mr. Cox moved for adoption of the Ordinance on emergency and Mr. <br />Guerra seconded the motion. On roll call the following vote was <br />recorded: <br />AYE: Mooney, Guerra, Cox, Hernandez. <br />NAY: Moore, Hart. <br />ABSTAIN: Morris (to avoid appearance of conflict). <br />The Ordinance passed on first reading and will need two more <br />readings for approval. <br />Mayor Morris introduced for consideration approval of minutes of <br />the Regular Meeting held March 6, 1995, approval of an Ordinance on <br />second reading, adoption of thirteen Resolutions and approval of <br />increase in service charges for San Marcos-Hays County Emergency <br />Medical Services (E.M.S.) on consensus. The Council removed Items <br />10.C.(4), (5), (6), (9), (11) and (12), adoption of Resolutions, to <br />be considered separately. Mr. Guerra moved to approve the minutes <br />of the Regular Meeting held March 6, 1995, approve the Ordinance on <br />second reading, adopt the remaining seven Resolutions and approve <br />the increase in service charges for EMS (attached) on consensus and <br />Mr. Moore seconded the motion, which passed unanimously (Mayor
