62 <br />Regular Meeting March 27, 1995 Page 6 <br />Mr. Guerra moved for adoption of the Resolution and Mr. Mooney <br />seconded the motion. Mr. Hernandez asked if during the selection <br />process the City made any effort to solicit minority businesses to <br />submit proposals. Mr. White stated the companies solicited were by <br />reputation, and no minority owned business approached the City in <br />this process. Mr. White stated eight firms submitted RFPs in the <br />process by reputation or had contacted the City. The proposals were <br />reviewed by a Review Committee, and Staff gave their opinions who <br />they thought would be best. Mr. White stated he had never seen a <br />list compiled of auditors who are minority owned. The Council <br />stated if such lists are available, we need to acquire them. The <br />Council voted unanimously for adoption of the Resolution. <br />Mayor Morris introduced for consideration Item 10.C.(11) removed <br />from the consensus agenda, adoption of a Resolution, the caption <br />which was read as follows: <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, APPROVING A CONTRACT BETWEEN THE CITY AND THE TEXAS <br />DEPARTMENT OF HOUSING AND COMMUNITY AFFAIRS FOR A GRANT TO <br />CONSTRUCT A HANGAR FOR SOUTHWEST TEXAS AVIATION, INC. AT THE <br />SAN MARCOS MUNICIPAL AIRPORT; AUTHORIZING THE MAYOR TO EXECUTE <br />THIS CONTRACT ON BEHALF OF THE CITY; AUTHORIZING THE MAYOR TO <br />SUBMIT A REQUEST FOR AMENDMENT TO THIS CONTRACT; AND DECLARING <br />AN EFFECTIVE DATE. <br />Mr. Moore moved for adoption of the Resolution and Mr. Mooney <br />seconded the motion. The project will be owned by the City through <br />its inception. The City leases the site and improvements through <br />the amendment made. The Council voted unanimously for adoption of <br />the Resolution. <br />Mayor Morris introduced for consideration Item 10.C.(12) removed <br />from the consensus agenda, adoption of a Resolution, the caption <br />which was read as follows: <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, APPROVING THE TERMS AND CONDITIONS OF AN AGREEMENT <br />BETWEEN THE CITY AND SOUTHWEST TEXAS AVIATION, INC. FOR THE <br />LEASE OF AIRPORT PROPERTY AND A HANGAR AT THE SAN MARCOS <br />MUNICIPAL AIRPORT; AUTHORIZING THE CITY MANAGER TO EXECUTE THE <br />AGREEMENT ON BEHALF OF THE CITY; AND DECLARING AN EFFECTIVE <br />DATE. <br />Mr. Guerra moved for adoption of the Resolution and Mr. Mooney <br />seconded the motion, which passed unanimously. <br />Mayor Morris introduced for consideration the City Manager's Report. <br />(1) In regard to the request of the San Marcos Heritage <br />Association, Mr. Gilley advised we will be testing some speed bumps <br />(design) at City Hall and on San Antonio Street (demonstration) and <br />working with the neighborhood regarding timing, cost and location. <br />(2) In regard to the meeting with Sunset Acres, Mayor Morris <br />requested Council receive an update concerning the drainage <br />problems. Mr. Hernandez stated some of the curbs on Patricia are <br />falling off, and how will the paving work affect these curbs. (3) <br />Chief Kendrick advised the Council they are working on the Reserve <br />Program recruitments for this summer, have two horses and are trying <br />to get two additional horses donated. <br />Mayor Morris introduced the City Attorney's Report. Mr. Taylor had <br />no report at this meeting. <br />Mayor Morris introduced the City Council's Report. (1) Mr. Moore <br />stated the House Natural Resources Committee is meeting on some of <br />the Edwards' legislation and Melissa Millecam is there. He stated <br />there is some threatening bills and hopes there won't be much chance <br />they pass. He is concerned with the federal cuts and potential <br />impacts and we need to decide who to make contact with. (2) Mayor <br />Morris stated the NLC Conference was excellent where discussions <br />were held regarding reducing the federal deficit, halting mandates, <br />information super highway, etc. She stated the unfunded mandates
