Mr. Gilley advised Staff has no problems with <br />the requests except the one-way designation, because this road <br />connects residential additions to one another and would restrict <br />some access now available to emergency vehicles. George Boemerman <br />of the Lions Club stated they thought it would be safer if it was <br />made one-way on Cape Road and are requesting a curb cut on <br />Riverside for easier access of the River Taxi. Mayor Morris asked <br />if they thought there may be a problem in raising their rate, and <br />requested they consider family and season tickets. Messrs. Freeman <br />and Knotts of the Lions Club stated San Marcos is losing tourists to <br />Gruene, and they want to offer more here to keep the tourists in <br />town. They stated if the Lions Club makes more money, they will be <br />able to give more funds to the community. They plan to advertise to <br />promote the tube rides and stated they had not advertised <br />previously. Mr. Gilley was directed to bring amendments to the <br />Council for consideration. <br />Mayor Morris introduced the City Manager's Report. Mr. Gilley had <br />no report at this meeting. <br />Mayor Morris introduced the City Attorney's Report. Mr. Taylor had <br />no report at this meeting. <br /> .¡ <br />Mayor Morris introduced the City Council's Report. (1) Mayor <br />Morris reminded the Council of a Workshop scheduled March 29 at <br />Dunbar with the County and San Marcos Consolidated Independent <br />School District. (2) Mayor Morris stated the Council will hold a <br />public hearing on the Budget Policy Statement at the March 27 <br />Council Meeting. (3) Mayor Morris advised the Council Santiago, <br />Mexico wants to have a sister City relationship with San Marcos. <br />The sister city Mexico/USA costs $100. Mayor Morris stated exchange <br />of ideas is good and needs to also be cost effective. If they pay <br />for their expenses when they come to San Marcos and San Marcos pays <br />for their own expenses if we visit Santiago, there will be more <br />financial accountability that way. The Council could possibly host <br />a meal or reception for them, which could be paid for with tourism <br />or EDC funding. Mayor Morris will write Santiago about the Sister <br />City relationship. (4) Mr. Cox stated the SWT Biology Department <br />has completed a study for the River Foundation regarding the city's <br />wastewater permit and they would like to share this information with <br />the Council. It was consensus of Council to hold a Workshop on <br />March 20 or 27 to receive this information. (5) Mayor Morris <br />stated the city Council will be attending National League of cities <br />meetings beginning Thursday this week. <br />Mayor Morris introduced an Executive Session pursuant to the <br />Government Code, Section 551.071, to discuss pending litigation <br />(Sierra Club vs. Babbitt) and matters where the City Attorney's <br />ethical duty to the City clearly conflicts with Government Code <br />Chapter 551.
