<br />166 <br />Regular Meeting February 13, 1995 Page 8 <br />Mayor Morris introduced a discussion regarding the sister city <br />Program. Mayor Morris stated she is in receipt of a request from <br />santiago to become a sister City with San Marcos. It was consensus <br />of the city Council not to participate in the sister City Program. <br />(2) Mayor Morris reminded the City Council of the Budget Policy <br />Workshops on February 23 and 24. <br />Mayor Morris introduced the city Council's Report. (1) Mr. Cox <br />stated he was in attendance of the Joint Meeting of the Planning <br />commission and Neighborhood Association and Staff had a responsive <br />attitude. He stated one of the items mentioned at the meeting was <br />regarding the Wallace Addition and the Highway 123 and 621 Project <br />and that nothing was done following the meeting. Mayor Morris <br />stated this is a state project and the action needed is dependent on <br />the state. Mr. Hart stated he was in attendance at that meeting, <br />and the state indicated it would be at least 18 months before they <br />started such a project. Staff was requested to provide Virginia <br />Mendez a status report regarding this. (2) Mr. Cox requested Mr. <br />Taylor research how other cities address parked vehicles in yards. <br />He stated this is unsightly and causes an economic impact on <br />residents. (3) Mr. Cox stated he is preparing a study as an NLC <br />project regarding cities, families and schools. He is meeting with <br />a group in the City and will present his report to the Council. <br />Mayor Morris introduced an Executive Session pursuant to Government <br />Code, section 551.071 to discuss pending litigation (Sierra Club vs. <br />Babbitt; Burleson vs. City of San Marcos), contemplated litigation, <br />and matters where the city Attorney's ethical duty to the city <br />clearly conflicts with Government Code Chapter 551, and sections <br />551. 072 and 551. 073 to discuss the value of real property. Mr. <br />Mooney moved the Council adjourn at 9:33 p.m. and Mr. Moore seconded <br />the motion, which passed unanimously. <br />Mr. Hernandez moved the Council reconvene at 11:26 p.m. and Mr. <br />Mooney seconded the motion, which passed unanimously. <br />The meeting adjourned at 11:27 p.m. on motion made by Mr. Hernandez <br />and seconded by Mr. Moore. ~olJð < /IMvVvJ <br />rs~~,~~ <br /> Mayor <br /> Robert Mooney <br /> council Member <br />Ronald K.
