City Council Meeting Minutes April 19, 2016 <br />to Option 3 with one lane dedicated as a left turn lane and other as a straight or <br />right turn lane. Council provided direction to Staff to include more of <br />University Drive and Aquarena Springs on the next map to illustrate the car <br />path. Council provided direction to remove the connection illustrated between <br />the Grant Harris parking lot and the Chamber of Commerce's parking lot. <br />2. Receive a Staff presentation of the Annual Program Update for the Main Street <br />Program, and provide direction to Staff. <br />Samantha Armbruster, Main Street Program Manager, provided the Council <br />with her Annual Program update. The Council stated that they planned to <br />revisit the volunteerism requirement for those receiving Facade Grant funds or <br />BIG Program grant funds during their final visioning workshop on May 13, <br />2016. <br />3. Receive a presentation of the Greater San Marcos Partnership's Quarterly Update, <br />and provide direction to Staff. <br />Adriana Cruz, President of the Greater San Marcos Partnership, provided the <br />Council with the Partnership's Quarterly update. No direction was provided. <br />6:00 PM <br />V. 30 Minute Citizen Comment Period <br />Lisa Marie Coppoletta, addressed the Council about the water at the Hunter <br />Road Bridge and that it isn't draining, and that the issue needed to be <br />addressed. She thanked the Council for Items 6 & 7. She also spoke about <br />demolition dust and read some research about these dust particles and the <br />effects on the human body. She asked that the Council adopt policy to protect <br />against demolition dust into the code. <br />Ted Breihan, addressed the Council regarding his concerns about the CM <br />Allen Street Project. He also spoke about the Holland Street fire station and <br />how the residents of that area don't want it to move. He spoke about previous <br />developments that have been approved and spoke to the mobility issues that <br />the multifamily developments enable. He spoke about the city taking over the <br />responsibility of the Trot roadways and advised that the City not take them <br />until they fix Old Ranch Road 12 over by Holland Street. <br />Cody Brown, addressed the Council on behalf of a group project at Texas State <br />University. He spoke about banning Styrofoam and like products. He would <br />like to see the city take additional steps to banning Styrofoam.
