City Council Meeting Minutes April 19, 2016 <br />by way of parkland, and how it would benefit from some commercial <br />amenities. He spoke about how there was a zoning error recorded and it was <br />never rectified. They have almost 2300 students in the area and all of them <br />would support some retail in the area. He also read a letter from the manager <br />of the Avenue regarding his support of the PSA request. <br />There being no further comments, Mayor Guerrero closed the Public Hearing <br />at 8:39 p.m. <br />A motion was made by Mayor Pro -Tem Thomaides, seconded by Council <br />Member Gregson, to approve Ordinance 2016 -06, and provided direction to <br />Staff to bring back an amendment to the Land Development Code to allow <br />PSA amendments and zoning to run concurrently sooner than the currently <br />proposed timeline for the Land Development Code revisions. The motion <br />carried by the following vote: <br />For: 5 - Mayor Guerrero, Mayor Pro -Tem Thomaides, Council Member Prather, Deputy <br />Mayor Pro Tern Prewitt and Council Member Hughson <br />Against: 1 - Council Member Gregson <br />Absent: 1 - Council Member Derrick <br />14. TOOPM Receive a Staff presentation and hold a Public Hearing to receive comments <br />for or against Ordinance 2016 -10 amending the Official Zoning Map of the City by <br />rezoning 83.657 acres of land, more or less, being Blocks A, B and E out of the <br />Blanco Riverwalk Subdivision, located on the west side of North IH -35 between <br />Carlson Circle and Yarrington Road from "CC" Community Commercial District to "HC" <br />Heavy Commercial District with a "PDD" Planned Development District Overlay; <br />approving standards for said Planned Development District; including procedural <br />provisions; and providing for penalties; and consider approval of Ordinance 2016 -10, <br />on the first of two readings. <br />Shannon Mattingly, Director of Development Services, provided the Council <br />with a brief presentation. <br />Mayor Guerrero opened the Public Hearing at 9:26 p.m. <br />Vince Wood, 4541 Lago Viento Austin, TX, expressed regret on behalf of <br />Robert McDonald for him not being present and is joint property owner with <br />Robert. He stated that he is here to answer any questions. <br />Herman Vigil, 4342 Russell Drive, Austin, TX, they have submitted the site <br />plan on Block A to the Staff and that there are rainwater collection tanks so <br />C!ty of San Marcos Page 5 <br />
