City Council Meeting Minutes March 1,2016 <br /> ordinance. He stated that it is currently against the law to play fetch with your <br /> dog. He stated that the meetings that he had with staff were left with him <br /> needing to research codes from other cities to bring back. <br /> Ruben Becerra, addressed the Council as a member of the Downtown <br /> Association, business owner and building owner. He asked that the traffic <br /> patterns be left as is and that the back in parking be removed. <br /> Ben Kvanli, addressed the Council and thanked them for the vitality and fresh <br /> ideas that the Council brings to the community. He asked that the Council <br /> look at the Cape's Dam from more than just one perspective. <br /> Johnny Finch, addressed the Council regarding his concerns about the possible <br /> downtown street conversion. He stated that City staff recommended against <br /> going two way. The City's consultant didn't even recommend going two way. <br /> The City's survey stated that it didn't want two way, and another petition <br /> stated that they don't want two way, don't want back in parking, and that they <br /> don't want parking meters. Leave everything exactly as it is. <br /> Carol Powers, addressed the council as a downtown business owner and stated <br /> that for probably 30 years they have been dealing with the parking downtown. <br /> She said that tourists and customers complain to them and older customers let <br /> them know they don't go downtown to avoid the parking in issue. They saw a <br /> 20% decline with their Christmas sales this year. Most people have to go into <br /> the second lane of traffic when someone is trying to back in park and this leads <br /> to all kinds of frustration, and it's a $40 fine if you park on the line. There is a <br /> very big desire to get rid of back in parking and she is fine with going two way. <br /> Matt Akins, spoke in favor for bicycle and pedestrian friendly traffic <br /> configuration being proposed. We are in a good position to make this happen <br /> now as opposed to later when the City is too large. <br /> Ted Breihan, addressed the Council as a business owner and stated that he was <br /> disappointed that item #9 was postponed. He stated that the entire town has <br /> been working either for or against the two way. He figures he has another 10 <br /> years and that San Marcos sits in a unique place and for everyone to try and <br /> get everything in this little box and for us to try argue over this when we need <br /> to build better roads is ridiculous. Let's keep the downtown the way that it is. <br /> He stated that Post Road needs to be addressed and that the Council needs to <br /> concentrate on building a complete community. <br /> City of San Marcos Page 2 <br />
