<br /> 132 <br />Regular Meeting January 23, 1995 Page 7 <br />Mr. Guerra moved for adoption of the Resolution and Mr. Cox seconded <br />the motion. Mr. Gilley advised this is information the City needs <br />to be eligible to have allocation of costs between departments, and <br />to apply for some of our grant funding. The Council voted <br />unanimously for adoption of the Resolution. <br />Mayor Morris introduced for consideration Item 10.D. (10) removed <br />from the consensus agenda, adoption of a Resolution, the caption <br />which was read as follows: <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, EXPRESSING THE CITY'S POSITION ON STATE LEGISLATION <br />PERTAINING TO THE EDWARDS AQUIFER; AND DECLARING AN EFFECTIVE <br />DATE. <br />Mr. Cox moved for adoption of the Resolution and Mayor Morris <br />seconded th~ .motion. Mr. Taylor advised there are two areas of <br />concern regarding the Voting Rights Act, to abolish the Edwards <br />Underground Water District and the method of selecting the board of <br />directors for the new Edwards Aquifer Authority, and to express <br />support for limited legislation to amend S.B. 1477 to address the <br />Voting Rights Act issues without affecting any of the remainder of <br />the bill. The Council voted unanimously for adoption of the <br />Resolution. . <br /> . <br />Mayor Morris introduced for discussion a presentation by Black and <br />Veatch regarding the Wastewater System Master Plan and direction to <br />staff. The Council was provided copies of.the final plan. They <br />stated they would review it in their next quarterly Workshop. <br />Mayor Morris introduced a presentation by Dave Marsh regarding <br />acceptance of an updated operation plan and direction to Staff to <br />proceed with the implementation of the transit system. Dave Marsh <br />stated a transit system would benefit transit-dependent persons in <br />the community and tourist business. The City's growth patterns are <br />stable, and they recommend the partial use of trolleys (for <br />tourists) and l2-passenger vehicles. They recommend changes to some <br />of the destinations to include the new schools and new mall. They <br />recommend one vehicle to travel to the schools in the morning and <br />after school where the passengers would sign up for this route. He <br />stated the transit route needs to include both malls. He is of the <br />opinion the transit system would be used, as it would be good for <br />the citizens, would provide employment opportunities, an9 <br />transportation for children to get to the library and recreation <br />center, etc. They have proposed a six-day schedule and could try a <br />seven-day schedule if financing permits. The proposed transfer site <br />is San AntoniojLBJ (vicinity of old Too Bitter Building) and an <br />alternative site on the Courthouse Square. They rejected the old <br />HEB site, as it is located too far from the center of activity. A <br />pull-in site and shelters will be needed at the transfer location. <br />Mr. Gilley advised the money will need to be in place when the <br />Council contracts for the service. Mr. Hernandez asked where <br />shelter locations would be needed, and Mr. Marsh advised in high use <br />areas. Mr. Marsh stated interim service could start by June with <br />two trolleys and hopefully full service by December. Mayor Morris <br />wants the cost to have the system, and Mr. Moore was in agreement <br />for Staff to proceed with contract documents and provide the Council <br />well in advance of the pilot phase all costs to be incurred. Mr. <br />Marsh stated the City's cost for the remainder of this year will be <br />less than $30,000. Mr. Marsh stated the city needs to start <br />proceedings prior to the end of the State's fiscal year (August 30) <br />or we could possibly lose our place in the line of funding. The <br />Council directed Staff to proceed with the transit system and <br />gathering of costs associated therewith and bring same to Council as <br />soon as possible. <br />Mayor Morris introduced the City Manager's Report. Mr. Gilley <br />stated earlier in the meeting the Council authorized the city to <br />proceed with water service to a residence in siesta Verde. He asked <br />the Council if they are interested in Staff investigating the <br />possibility of providing service to all of the subdivision with the <br />residents paying for the extension of service. The residents would <br />not be forced to hook up to the City's service. Council directed <br />this matter be investigated. <br />
