4. An affirmation by the purchaser that the <br />information on the form is correct; and <br />C. The seller retains the completed form for a period of not <br />less than three years and allows the City to inspect or cop <br />the form upon request. <br />(c) Exemptions. The director may exempt a person from a requirement <br />of this section if the person meets the following requirements: <br />(1) The person is researching the effect of a coal tar pavement <br />product on the environment or is developing an alternative <br />technology: and <br />(2) The use of a coal tar pavement product is required for the <br />research or development. <br />Sec. 86.529. Stormwater Discharges from Construction Activities. <br />(a) Requirements for All Construction Activities. <br />(11,) All operator(s) of construction activities shall use best management <br />practices to control and reduce the discharge, to the MS4 and to <br />Surface Water in the State of sediment silt earth soil and other <br />material associated with the demolition, clearing, grqdjM <br />excavation and other construction activities to the maximum <br />extent practicable under the circumstances. Such best management <br />practices may include, but not be limited to, the following <br />measures: <br />a. Ensure that existing vegetation is preserved where possible <br />and that disturbed portions of the site are stabilized as soon <br />as practicable in portions of the site where construction <br />activities have temporarily or permanently ceased. <br />Stabilization measures may include: temporary seeding, <br />permanent seeding, mulching,geotextiles, sod stabilization <br />vegetative buffer strips, and protection of trees, <br />preservation of mature vegetation, and other appropriate <br />measures; <br />b. Use of structural practices to divert flows from exposed <br />soils storm flows or otherwise limit runoff and the <br />discharge of pollutants from the site to the extent feasible; <br />
