109 Regular Meeting January 9, 1995 Page 2 Mayor Morris introduced for consideration approval of four appointments to the Airport Commission. Mayor Morris moved to appoint Robert Northcutt and moved to place in nomination on behalf of Billy Moore reappointment of Joe Searcey (out of City limits) and reappointment of Gerald Hill, which passed unanimously. Only two members can reside outside the city limits, and the Council thought Pat Spearman lived outside the city limits at the time the appointments were made. One additional appointment will be rescheduled at the next meeting. Mayor Morris introduced for consideration approval of three appointments to the Historic Preservation commission. Mayor Morris moved to appoint Clementina Cantu as the Planning and zoning commission representative, reappoint an existing member but move the member, Nancy Scott, from the at-large position to the Downtown representative position, and Mr. Cox moved to appoint Ellie Stewart to the at-large position, which passed unanimously (see minutes of January 23, 1994 for a change in appointments). Mayor Morris introduced for consideration approval of four appointments to the Parks and Recreation Advisory Board. Mr. Guerra moved to appoint John Garrison and appoint Candeleria Hernandez, and Mr. Cox moved to appoint Frances Emery and place in<nomination on behalf of Mr. Moore the names of Daniel Wegner for reappointment and Mo Johnson for appointment. On roll call the following vote was recorded: HART: Wegner, Emery, Garrison, Hernandez. MORRIS: Wegner, Emery, Johnson, Hernandez. GUERRA: Wegner, Emery, Garrison, Hernandez. COX: Wegner, Emery, Johnson, Hernandez. HERNANDEZ: Emery, Johnson, Garrison, Hernandez. Mr. Wegner, Mrs. Emery and Mrs. Hernandez will serve as three of the members. The Council requested a second roll call to consider the names of Messrs. Garrison and Johnson as the fourth appointment, which was recorded as follows: HART: Garrison. MORRIS: Johnson. GUERRA: Garrison. COX: Johnson. HERNANDEZ: Garrison. Neither nomination received a majority vote of the city Council, and a third roll call resulted in a unanimous vote of approval for John Garrison to serve as the fourth appointment to the Parks and Recreation Advisory Board. Mayor Morris introduced for consideration approval of four appointments to the Senior citizens Advisory Board. Mayor Morris moved to appoint Harvey Miller, appoint Janice Wagley and place in nomination on behalf of Mr. Moore Mary Borm for appointment, and on behalf of Messrs. Moore and Guerra Velia Cavazos for reappointment, which passed unanimously. Mayor Morris introduced for consideration approval of three appointments to the Convention and Visitors Bureau. Mayor Morris moved to reappoint Fred Guerra, Mayor Pro-Tem, reappoint Monica Blackburn and reappoint Carol Allen, which passed unanimously. Mayor Morris introduced for consideration approval of an Ordinance on first reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING THE TRAFFIC REGISTER BY REPEALING THE DESIGNATION OF THE 300 BLOCK OF BLANCO STREET AS A ONE-WAY STREET; PROVIDING FOR SEVERABILITY; REPEALING ALL CONFLICTING ORDINANCES; PROVIDING A PENALTY; PROVIDING FOR PUBLICATION AND PROVIDING AN EFFECTIVE DATE.
