<br />85 <br />Regular Meeting December 12, 1994 Page 4 <br />information on the Drainage Master Plan, including a financing plan, <br />a comparison of funding alternatives and financing options dated <br />December 12, 1994, a copy of which is attached to these minutes. <br />Twenty-five million dollars of financial improvements are <br />recommended and sources identified through accumulated revenues and <br />other options. Mr. Oswold reviewed comparisons of funding <br />alternatives with pros and cons. The estimated cost of a study on <br />user fees would run $150,000-$200,000, depending on the rate <br />structure. Mr. Moore advised Mr. Oswold the city has discussed a <br />possible exemption for the School District, and Mr. Oswold advised <br />that could be addressed in a rate structure. Mr. Gilley stated <br />Staff would need a sense of direction to move forward when the <br />Council is prepared to make such a determination. Mr. Oswold stated <br />the improvements would bring the City to a ten-year storm level, and <br />could be worked on as funds became available beginning with the top <br />of the priority list. Mr. Oswold recommended the report be shared <br />with Tx.D.O.T. Mr. Gilley provided the city council with a handout <br />regarding information on the Wastewater Master Plan, a copy of which <br />is attached. Mr. Gilley stated the numbers are nominal between <br />10/5/3 and 5/5/2. The Council was supportive of the 5/5/2 and <br />stated the information would need to be conveyed to the community. <br />Mr. Guerra stated it was much easier to justify water quality and <br />harder to justify the drainage costs. Mr. Cox reqdested a list of <br />assumptions be provided the Council. Mr. Gilley was directed to <br />continue on the development of the Wastewater Master Plan. It was <br />consensus of Council Staff continue to work on the drainage <br />information and continue having public dialogue. <br />Mr. Guerra introduced the receiving of an annual report on the <br />Records Management Program, which is attached to these minutes. The <br />City's retentions schedules are completed and a policy and <br />procedures manual is being finalized for submission to the Records <br />Committee. <br />Mr. Guerra introduced for discussion the legislative policy <br />statement for the 1995 Texas legislature and direction to Staff. <br />Mr. Taylor was directed to acquire a copy of what legislation TML <br />has approved. The Council wants items connected with the Edwards <br />Aquifer and the voting Rights Act matter regarding the Edwards <br />Aquifer Board be introduced for consideration in January. Staff <br />will monitor specific areas of legislation. Mr. Taylor stated the <br />Council may want to identify what stands out to support or oppose <br />that is important to San Marcos. <br />Mr. Guerra introduced for discussion the city Manager's Report. (1) <br />Mr. Gilley stated the Austin-American statesman is running articles <br />regarding investments made by municipalities. He stated it is <br />essential the city Council and the community have confidence on how <br />the City's funds are invested. Derivatives are used as an <br />investment tool, and in the articles it is not explained that <br />derivatives is a generic term and that there are a variety of kinds <br />and risks associated therewith. He stated the Council adopted a <br />policy for the city's investments, and wants to reaffirm the City's <br />funds are in very safe investments unconditionally guaranteed by the <br />Federal Government. (2) Mr. Gilley advised the Council in response <br />to Mr. Hart's question that the Wallace Addition is already in the <br />Tx. D.O.T. prioritized list to be funded, but we have included it in <br />the list of priorities, because we want it to remain high on their <br />list. <br />Mr. Guerra introduced the city Attorney's Report. In response to <br />the Council's request regarding how the city can better control the <br />water quality of the San Marcos River, Mr. Taylor advised the <br />Council our ETJ extends two miles, which overlaps with Martindale's <br />ETJ and that he will try to provide more information in January. <br />Mr. Guerra introduced the city Council's Report. (1) Mr. Hernandez <br />asked when the Sunset Acres Neighborhood Meeting is scheduled, and <br />Mr. Jenkins advised it would be scheduled in January. (2) Mr. Cox <br />
