City Council Meeting Minutes May 17, 2016 <br />The Council reconviened into open session at 5:35 p.m. The two economic <br />development items were not discussed, but will be placed on the June 7, 2016 <br />agenda as Executive Session topics. <br />PRESENTATIONS <br />3. Receive a presentation and hold discussion concerning a potential code amendment <br />to define purpose built student housing as a use and identify the desired locations by <br />requiring a Conditional Use Permit in certain zoning districts, and provide direction to <br />Staff. <br />Abigail Gillfdflan, Planning Manager, provided the Council with a <br />presentation and update regarding the potential code amendments to define <br />purpose built student housing as a use and identify the desired locations by <br />requiring a conditional use permit. Staff will provide a map of the Texas State <br />students and where they are commuting from. Staff will provide options <br />regarding limiting rent by the bedroom in various intensity zones. Staff will <br />provide information about the option of deed restrictions to limit housing to <br />ownership versus rental property. Staff will move forward with the following <br />interim LDC changes 1) Modifications to the Land Use Matrix 2) Add a <br />definition of Purpose Built Student Housing: "One or more buildings, each <br />containing two or more living units that are designed, marketed, or used for <br />the primary purpose of housing college students ". 3) Modify the CUP Process <br />to require CUP for Purpose Built Student Housing to get a recommendation <br />from Planning & Zoning Commission and approval by City Council. The <br />following will come back with other code revisions: Amend the SmartCode to <br />add Purpose Built Student Housing as a definition and making it a conditional <br />use in the T4 and T5 zoning districts. <br />4. Hold discussion regarding returning all back -in parking to head -in parking, as well as, <br />prohibiting additional back -in parking in the Downtown District, and provide direction to <br />Staff. <br />Deputy Mayor Pro Tem Prewitt introduced the item and gave an overview of <br />why it was requested by she and Council Member Hughson. Following <br />discussion the council provided direction to bring back a discussion item <br />regarding the creation of safe bike lanes in San Marcos. Staff will maintain the <br />current parking configuration as is and the option of future back -in parking <br />being created in the Downtown District will remain open. <br />6:00 Pill <br />V. 30 Minute Citizen Comment Period <br />Brian Olson, asked the folks that are in support of saving Cape's Dam to be <br />City of San Marcos Page 2 <br />
