City Council Meeting Minutes May 17, 2016 <br />visible, and stated that they are here to be civil, but that they are also serious. <br />He read a part of Dr. Hardy's study and read other statistics related to habitat <br />and wildlife in the dam's area. He stated that there would a 2 ft. minimum <br />depth if the dam was removed and provided a photograph illustrating what <br />that would look like. He spoke about a Boy Scout group not wanting to come <br />back because they would have to drag a canoe. He stated that there would be <br />an economic impact due to the loss of tourism. <br />Johnson Ning, spoke about the Cape's Dam and how he has studied the <br />ecological study. He mentioned Dr. Hardy's study and that his modeling was <br />used in Edward Aquifer Authority's (EAA) Habitat Conservation Plan (HCP). <br />He stated that Cape's Dam was never considered a negative or positive in <br />regards to its removal. He stated that this has been looked at backwards. He <br />urged the council to not take the irreversible steps of removing the dam. <br />Erin Wall, addressed the Council about the emails that she had provided <br />previously to the Council regarding the Junk Vehicle Ordinance amendment <br />they were proposing and requested a vote on the issue. <br />Daniel B. Carroll, addressed the council as a canoe instructor and a veteran. <br />He mentioned that he met Mr. Ben Kvanli when he was looking for some <br />assistance with wounded veterans coming down to the river. He stated that if <br />you take out the dam and the mill race then you will take out the available <br />place for them to enjoy the river. <br />Nathaniel Hershaman, addressed the council regarding the proposed <br />amendment on the Junk Vehicle Ordinance and that they would like the City <br />Council to place this on an agenda for a vote. He referred to 6 members of <br />Council speaking in support of this so he asked that they please vote on this <br />amendment. <br />Dianne Wassenich, thanked the Council for their previous work and vote in <br />regards to the Cape's Dam. She stated that this money would be much better <br />used to rebuild the parks and other areas around the City. She wanted the <br />council to hold firm and stated that the River Foundation stands with the <br />Council in wanting to protect the endangered species in the area and returning <br />the river to its natural state. <br />Rachel Marie Rodgers, addressed the council about her recent ability to <br />compete on behalf of the US in the Paralympics and placing third in her event. <br />She wouldn't have had the opportunity to compete without the ability use the <br />City of San Marcos Page 3 <br />
