City Council Meeting Minutes May 17, 2016 <br />San Marcos River. There is not a safe area to put into the river and the Mill <br />Race provides that. She spoke about her concerns about the healing qualities <br />that kayaking has on the solders and amputees. She stated that we should take <br />the time to talk it out and consider other viewpoints. <br />Marla Johnson, addressed the Council on behalf of their request for Hays <br />Caldwell Women's Center and their request for funding from CDBG. <br />Duane Te Grotenhuis, addressed the Council and thanked them for allowing <br />them to be here. He stated his concerns with the river and read a statement <br />from an individual regarding a dangerous issue in the river from Georgetown. <br />He stated that this needs to be safe. <br />Ken Matthews, Austin, provided a PowerPoint to the Council regarding the <br />creation of a natural waterfall. He spoke about his memories of San Marcos <br />and learning how to kayak on the San Marcos River. He showed slides of him <br />navigating falls that are natural made. He spoke of his love for the natural <br />areas that we have around here. He is hoping that we can preserve these falls. <br />Robert Bernier, addressed the Council regarding his injury and numerous <br />surgeries and spoke about his recovery. He spoke about how Ben Kvanli saved <br />his life by introducing him to kayaking. He spoke about how he encouraged <br />other veterans and how he would like to see them to be able to continue to use <br />the San Marcos River. <br />Bill Bender, stated that he has a Master's in Mental Health and that he is a <br />proud member of the Four Rivers Realtors Association. He believes that the <br />Council made a bad decision regarding the removal of Cape's Weir. He stated <br />that this is a sacred space and that he has been blessed with living here his <br />entire life and that these waterfalls have healing qualities. He believes that the <br />river will become shallower and that Cape's weir can be rebuilt and that the <br />waterfalls can be saved. <br />Virginia Parker, she spoke as Texas Water Safari participant, provided an <br />example of the ®ttine dam being removed and how much safer and easier it is <br />to navigate that part of the San Marcos River now. She stated that the river <br />will not stop flowing, it will return to is natural state. <br />Richard McBride, addressed the Council regarding their vote on the removal <br />of the dam. He stated that dams all over the county are being removed because <br />they are not serving their purpose any longer. He spoke about his concerns <br />City of San Marcos Page 4 <br />
