<br />14. Consider approval of Ordinance 2016 -18, on first and final reading, authorizing the issuance
<br />and sale of $38,000,000 City of San Marcos, Texas, Combination Tax And Revenue
<br />Certificates of Obligation, Series 2016; providing for funding for constructing, improving,
<br />extending, expanding, upgrading and developing city streets, bridges, sidewalks, parking,
<br />related traffic improvements and transportation facilities including purchasing any necessary
<br />rights -of -way and equipment; constructing, improving and extending the City's Electric Utility
<br />System; acquiring, constructing, designing, equipping and renovating City Park facilities and
<br />buildings; constructing and improving the City's Drainage facilities; constructing, improving
<br />and extending the City's Water and Waste Water System; constructing and improving the
<br />City's Airport; acquiring, constructing, designing, equipping and renovating public safety
<br />improvements, including relocation of Fire Stations; approving an official statement; purchase
<br />agreement and paying agent /registrar agreement; establishing the procedures for selling and
<br />delivering of the certificates; providing for adoption of this Ordinance on one reading only in
<br />accordance with State Law; and authorizing other matters relating to the certificates.
<br />Heather Hurlbert, Finance Director, provided the Council with an update on
<br />the bond sale. Dan Wegmiller provided the Council with the submitted bids
<br />and explained the City's 'AA' rating with Standard & Poor's. The winning
<br />bidder was Robert W. Baird & Co., Inc.
<br />A motion was made by Mayor Pro -Tem Thomaides, seconded by Council
<br />Member Gregson, that Ordinance 2016 -18, on first and final reading, be
<br />approved. The motion carried by the following vote:

<br />15. Consider approval of Resolution 2016 -67R approving an Economic Development Incentive
<br />Agreement pursuant to Section 1.4.4.1 of the Land Development Code ( "LDC ") between the
<br />City of San Marcos and Dandelion Cafe, LLC, d.b.a Blue Dahlia Bistro, that grants a waiver of
<br />the requirement under Section 4.3.4.2 of the LDC that a restaurant in the Central Business
<br />Area must be in operation for at least six months before it may sell beer and wine for
<br />on- premises consumption in connection with a proposed restaurant at 107 East Hopkins
<br />Street; authorizing the City Manager to execute said agreement on behalf of the City; and
<br />declaring an effective date.
<br />A motion was made by Council Member Prather, seconded by Deputy Mayor
<br />Pro Tem Prewitt, that Resolution 2016 -67R be approved. Council Member
