<br />42 <br /> <br /> <br /> <br />Regular Meeting November 28, 1994 Page 2 <br /> <br /> <br />need for the city to rush into setting up this utility too quickly. <br />Mr. Gilley provided the Council with a handout from fourteen cities <br />contacted who have set up drainage districts. The Council discussed <br />costs with steve Jenkins. Mr. Jenkins advised the City pays for <br />oversizing of state facilities along the highways. If the <br />oversizing takes place when improvements are being done by the <br />state, the cost to the City would be very low, but if the City's -- <br />improvements are done separately, we would be expected to pay for <br />the project. The Council expressed concern that the estimated fee <br />of $3.00 is too high. Mr. Hart stated the Council is now faced with <br />making a decision on one of the long-range planning matters the city <br />has been working on. Mr. Mooney asked how much staff would be <br />needed to run the utility. Mr. Gilley stated some staffing would be <br />needed, but it will primarily be an accounting function. The <br />Council discussed the options of paying as you go versus revenue <br />bonds. Mr. Guerra stated he is opposed to an increase to pay for <br />the drainage. Mr. Jenkins advised the projects are prioritized, <br />with the Blanco project being needed the most. Some of the projects <br />could stand alone and some are integral, and Mr. Jenkins will <br />provide this information to the Council at a future meeting. The <br />Council wants more information to help reach a decision. Financial <br />data will be presented at the next meeting. <br />~ <br /> <br />Mayor Morris introduced for consideration adoption of an Ordinance <br />on emergency, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING THE CITY BUDGET ORDINANCE FOR THE 1994-1995 <br />FISCAL YEAR TO INCREASE THE NUMBER OF POLICE OFFICERS IN THE <br />PATROL DIVISION OF THE POLICE DEPARTMENT BY ONE; AMENDING <br />SECTION 2-31 OF THE SAN MARCOS CODE OF ORDINANCES TO INCREASE <br />THE NUMBER OF POSITIONS WITHIN THE CLASSIFICATION OF POLICE <br />OFFICER TO 30 AND TO INCREASE THE NUMBER OF POSITIONS WITH THE <br />CLASSIFICATION OF CORPORAL TO 16; PROVIDING FOR SEVERABILITY; <br />REPEALING ALL CONFLICTING ORDINANCES; PROVIDING FOR <br />PUBLICATION; AND DECLARING AN EMERGENCY. <br /> <br />Mr. Moore moved for adoption of the Ordinance on emergency and Mr. <br />Hart seconded the motion. Mr. Mooney expressed concern for the <br />Ordinance being presented on emergency. Mr. Gilley stated <br />customarily budget amendments have been adopted on emergency, but <br />the Council could elect to pass the Ordinance on first reading if <br />they chose to do so. The Council voted unanimously for adoption of <br />the Ordinance on emergency. <br /> <br />Mayor Morris introduced for consideration adoption of an Ordinance <br />on emergency, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING THE CITY BUDGET ORDINANCE FOR THE 1994-1995 <br />FISCAL YEAR TO PROVIDE FUNDING FOR MAINTENANCE OF THE <br />INTERGRAPH COMPUTER SYSTEM; AND DECLARING AN EMERGENCY. <br /> <br />Mr. Moore moved for adoption of the Ordinance on emergency and Mr. <br />Hart seconded the motion, which passed unanimously. <br /> <br />Mayor Morris introduced for consideration adoption of an Ordinance <br />on third and final reading, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL AMENDING ORDINANCE 1994-42 <br />REGARDING SEWER SURCHARGE FEES TO REVISE THE SAMPLING PROCEDURE <br />REQUIREMENTS; PROVIDING FOR SEVERABILITY; REPEALING ALL <br />CONFLICTING ORDINANCES; PROVIDING FOR A PENALTY; PROVIDING FOR <br />PUBLICATION; AND PROVIDING AN EFFECTIVE DATE. <br /> <br />Mr. Moore moved for adoption of the Ordinance on third and final <br />reading and Mr. Cox seconded the motion. Mayor Morris moved to <br />amend the Ordinance in section 2 to read, "In order to allow users <br />the opportunity to make changes in operations and install <br />pretreatment facilities, the charging of surcharges is delayed for a <br />period at six months after the effective date of this ordinance, and <br />will not begin until expressly authorized by city Council action," <br />
