Mayor Morris moved to amend the <br />Ordinance in SECTION 2 to add, "In order to allow users the <br />opportunity to make changes in operations and install pretreatment <br />facilities, the charging of surcharges will not begin until six <br />months after the effective date of this ordinance," and Mr. Moore <br />seconded the motion, which passed unanimously. The Council directed <br />the City Attorney provide wording for Council consideration at third <br />reading that at the end of the six-month moratorium period surcharge <br />caps be put in place. The Council voted unanimously for approval of <br />the Ordinance on second reading. <br /> <br />Mayor Morris introduced for consideration approval of minutes of the <br />Regular Meeting held October 24, 1994 and adoption of six <br />Resolutions ,on consensus. The Council removed Items 8.B. (1) and <br />8.B. (3), adoption of Resolutions, to be considered separately. Mr. <br />Moore moved for approval of the minutes of the Regular Meeting held <br />October 24, 1994 (Mr. Cox abstaining) and for adoption of the <br />remaining four Resolutions on consensus and Mr. Hart seconded the <br />motion, which passed unanimously. The captions of the Resolutions <br />read as follows: <br /> <br />Adoption of Resolutions: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, APPROVING REVISED SALARY SCHEDULES FOR CITY EMPLOYEES <br />WHO ARE NOT SUBJECT TO STATE CIVIL SERVICE STATUTES; AND <br />DECLARING AN EFFECTIVE DATE. <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, APPROVING AGREEMENTS BETWEEN THE CITY AND THE TEXAS <br />DEPARTMENT OF LICENSING AND REGULATION TO ALLOW CITY INSPECTORS <br />TO PERFORM PLAN REVIEW AND INSPECTION SERVICES; AUTHORIZING THE <br />CITY MANAGER TO EXECUTE THIS CONTRACT ON BEHALF OF THE CITY AND <br />DECLARING AN EFFECTIVE DATE. <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, APPROVING THE TERMS AND CONDITIONS OF AMENDMENT NO. 1 TO <br />THE COMPUTER SERVICES AGREEMENT BETWEEN THE CITY AND Q.I.V. <br />SYSTEMS, INC. AUTHORIZING THE CITY MANAGER TO EXECUTE THE <br />AGREEMENT ON BEHALF OF THE CITY; AND DECLARING AN E~FECTIVE <br />DATE. <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, APPROVING THE RENEWAL OF HARDWARE MAINTENANCE CONTRACTS <br />WITH DATA GENERAL CORPORATION AS A SOLE SOURCE PROCUREMENT; <br />AUTHORIZING THE CITY MANAGER TO EXECUTE THE CONTRACT RENEWALS <br />ON BEHALF OF THE CITY AND DECLARING AN EFFECTIVE DATE. <br /> <br />Mayor Morris introduced for consideration Item 8.B.(1) removed from <br />the consensus agenda, adoption of' a Resolution, the caption which <br />was read as follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, EXPRESSING THE CITY'S POSITION ON THE EDWARDS AQUIFER <br />INTERLOCAL CONTRACT BETWEEN THE EDWARDS UNDERGROUND WATER <br />DISTRICT, THE MEDINA COUNTY UNDERGROUND WATER CONSERVATION <br />DISTRICT AND THE UVALDE COUNTY UNDERGROUND WATER CONSERVATION <br />DISTRICT; AND DECLARING AN EFFECTIVE DATE. <br /> <br />Mr. Moore moved for adoption of the Resolution and Mr. Hart seconded <br />the motion (Mr. Guerra present at this time - 8:18 p.m.). Edwards' <br />thoughts are this will be the last solution to the problems. Other <br />governmental entities are being asked to join us in killing <br />legislation as the final solution. Mr. Moore expressed his concerns <br />are permits and pumpage limits. Mr. Moore thought New Braunfels and <br />Comal County will be adopting Resolutions as well. Mr. Armbrister <br />has stated he is committed to fixing 1477 in the eyes of the Justice <br />Department, and is of the opinion new changes will not get a <br />hearing. The Council voted unanimously for adoption of the <br />Resolution. <br />
