26 Regular Meeting November 14, 1994 Page 4 Mayor Morris introduced for consideration Item 8.B. (3), adoption of a Resolution, the caption which was read as follows: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, APPROVING THE TERMS AND CONDITIONS OF A PROPOSED CONTRACT BETWEEN THE CITY OF SAN MARCOS AND THE TEXAS DEPARTMENT OF HEALTH FOR THE PROVISION OF W.I.C. SERVICES TO QUALIFIED PARTICIPANTS; AUTHORIZING THE CITY MANAGER TO EXECUTE THE CONTRACT AND ANY AND ALL OTHER DOCUMENTS AND INSTRUMENTS INCIDENT THERETO; AND DECLARING AN EFFECTIVE DATE. Mr. Guerra moved for adoption of the Resolution and Mr. Moore seconded the motion. Mr. Gilley replied to Mr. Mooney there is no difference in this contract amount than what is budgeted. The Council voted unanimously for adoption of the Resolution. Mayor Morris introduced a discussion regarding the proposed Sunset Acres Improvements Project and neighborhood meeting to be scheduled (Mr. Hernandez present at this time - 8:30 p.m.). Mr. Gilley stated Staff has prepared a proposed project for water and wastewater main replacement and some streets and drainage improvements in the Sunset Acres Addition. Information regarding the project will be provided to the neighborhood residents. The project cost id $1.6 million, and will address problems to the water and wastewater systems and only some streets and drainage (Lockwood and Candlelight) . Approximately 200 homes are involved. The plan is to place the water easement in the streets and patch the streets with wastewater improvements to be in an easement which crosses through most back yards. The Council asked Staff to provide overlay costs in lieu of the street patching and the Oakdale wastewater line information. Mr. Jenkins estimated an eight-month construction period. The Council will be notified when the neighborhood meeting is scheduled. The total estimates are not yet known what the wastewater costs will be, but it is expected to fall short~ The method to be used for the wastewater construction is still unknown. Mayor Morris introduced the City Manager's Report. (1) Mr. Gilley is currently serving on a panel dealing with the Edwards Aquifer. One of these meetings will be held in San Marcos on November 18 at 2:00 p.m., and Mr. Gilley invited the Council to come to the meeting. The meeting will allow for public comment, and the agenda will be available tomorrow. (2) Tomorrow afternoon San Marcos will host high ranking officials from South America in connection with the USAID program. They will be touring some of the City'S departments. (3) Mr. Gilley advised the Council the questionnaire information data regarding the Drainage Master Plan is still being gathered. (4) Mr. Gilley advised the Council it is time to prepare an application for the 1995 All American city if it is the Council's direction to do so. It was consensus of Council to pursue the matter and to bring budget information and possible projects to the next meeting. (5) Mr. Gilley advised the Council a work session could be scheduled regarding some infrastructure plans, including the Drainage Master Plan. The Council discussed having a one-day session in November and will discuss a date for the Workshop. Mayor Morris introduced the City Attorney's Report. Mr. Taylor had no report at this meeting. Mayor Morris introduced the city Council's Report. (1) Mr. Moore asked when the Council would review the legislative agenda, and it was consensus to place this matter on the December 12 agenda. (2) Mr. Cox asked for an update on how the issues discussed in the Joint Workshop with SMCISD are progressing, and Mr. Gilley will provide an update at the next Council Meeting. (3) Mr. Mooney expressed concern for aggressive selling of magazines by solicitors last week to the point of harassment. He is interested in considering an Ordinance regulating such people in San Marcos. The Mayor said the city had such an Ordinance in the past, and the problems with this are enforcement and permitting. The information will be provided to Mr. Mooney for his review. The Council requested his thoughts on the matter be provided to the Council after his review.
