(3), adoption of <br />a Resolution, the caption which was read as follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, APPROVING THE TERMS AND CONDITIONS OF A PROPOSED <br />CONTRACT BETWEEN THE CITY OF SAN MARCOS AND THE TEXAS <br />DEPARTMENT OF HEALTH FOR THE PROVISION OF W.I.C. SERVICES TO <br />QUALIFIED PARTICIPANTS; AUTHORIZING THE CITY MANAGER TO EXECUTE <br />THE CONTRACT AND ANY AND ALL OTHER DOCUMENTS AND INSTRUMENTS <br />INCIDENT THERETO; AND DECLARING AN EFFECTIVE DATE. <br /> <br />Mr. Guerra moved for adoption of the Resolution and Mr. Moore <br />seconded the motion. Mr. Gilley replied to Mr. Mooney there is no <br />difference in this contract amount than what is budgeted. The <br />Council voted unanimously for adoption of the Resolution. <br /> <br />Mayor Morris introduced a discussion regarding the proposed Sunset <br />Acres Improvements Project and neighborhood meeting to be scheduled <br />(Mr. Hernandez present at this time - 8:30 p.m.). Mr. Gilley stated <br />Staff has prepared a proposed project for water and wastewater main <br />replacement and some streets and drainage improvements in the Sunset <br />Acres Addition. Information regarding the project will be provided <br />to the neighborhood residents. The project cost id $1.6 million, <br />and will address problems to the water and wastewater systems and <br />only some streets and drainage (Lockwood and Candlelight) . <br />Approximately 200 homes are involved. The plan is to place the <br />water easement in the streets and patch the streets with wastewater <br />improvements to be in an easement which crosses through most back <br />yards. The Council asked Staff to provide overlay costs in lieu of <br />the street patching and the Oakdale wastewater line information. <br />Mr. Jenkins estimated an eight-month construction period. The <br />Council will be notified when the neighborhood meeting is scheduled. <br />The total estimates are not yet known what the wastewater costs will <br />be, but it is expected to fall short~ The method to be used for the <br />wastewater construction is still unknown. <br /> <br />Mayor Morris introduced the City Manager's Report. (1) Mr. Gilley <br />is currently serving on a panel dealing with the Edwards Aquifer. <br />One of these meetings will be held in San Marcos on November 18 at <br />2:00 p.m., and Mr. Gilley invited the Council to come to the <br />meeting. The meeting will allow for public comment, and the agenda <br />will be available tomorrow. (2) Tomorrow afternoon San Marcos will <br />host high ranking officials from South America in connection with <br />the USAID program. They will be touring some of the City'S <br />departments. (3) Mr. Gilley advised the Council the questionnaire <br />information data regarding the Drainage Master Plan is still being <br />gathered. (4) Mr. Gilley advised the Council it is time to prepare <br />an application for the 1995 All American city if it is the Council's <br />direction to do so. It was consensus of Council to pursue the <br />matter and to bring budget information and possible projects to the <br />next meeting. (5) Mr. Gilley advised the Council a work session <br />could be scheduled regarding some infrastructure plans, including <br />the Drainage Master Plan. The Council discussed having a one-day <br />session in November and will discuss a date for the Workshop. <br /> <br />Mayor Morris introduced the City Attorney's Report. Mr. Taylor had <br />no report at this meeting. <br /> <br />Mayor Morris introduced the city Council's Report. (1) Mr. Moore <br />asked when the Council would review the legislative agenda, and it <br />was consensus to place this matter on the December 12 agenda. (2) <br />Mr. Cox asked for an update on how the issues discussed in the Joint <br />Workshop with SMCISD are progressing, and Mr. Gilley will provide an <br />update at the next Council Meeting. (3) Mr. Mooney expressed <br />concern for aggressive selling of magazines by solicitors last week <br />to the point of harassment. He is interested in considering an <br />Ordinance regulating such people in San Marcos. The Mayor said the <br />city had such an Ordinance in the past, and the problems with this <br />are enforcement and permitting. The information will be provided to <br />Mr. Mooney for his review. The Council requested his thoughts on <br />the matter be provided to the Council after his review. <br />
