<br />84 <br />Regular Meeting September 12, 1994 Page 2 <br /> <br />COX: Davis, Hughson, Keese, Lochman, Millecam, Saucedo, <br />Vasquez and Wade. <br /> <br />An additional appointment will be scheduled at the next meeting. <br /> <br />Mayor Morris introduced for consideration approval of two <br />appointments to the Emergency Medical Services Board. Mayor Morris <br />moved to appoint Robert Mooney and Mr. Cox seconded the motion. On <br />roll call the following vote was recorded: <br /> <br />AYE: Moore, Hart, Morris, Cox. ! <br /> <br />NAY: None. <br /> <br />ABSTAIN: Mooney. <br /> <br />The council will consider an additional appointment later in this <br />meeting (see ~age 4). <br /> <br />Mayor Morris introduced for consideration approval of an appointment <br />of a Lay Representative to the Central Texas Library System. Mayor <br />Morris moved to appoint Nina Pryatel, which passed unanimously. <br /> <br />Mayor Morris introduced a.public hearing on the San Marcos Drainage <br />Master Plan and direction to Staff. George Oswald of Camp, Dresser <br />& McKee provided the city council with a handout, ~ copy of which is <br />attached, covering estimated costs for improvements. He stated 402C <br />of the Local Government Code states how to implement stormwater <br />management, how to fund, etc., and it is considered a utility rather <br />than a tax. He defined the necessary steps as follows: to approve a <br />concept, estimate the scope and revenue needs, develop a rate <br />structure, have a public information program, adopt a storm utility <br />ordinance and implement a billing system. He estimated a fast <br />tracking time frame to be 12-18 months and stated a rate structure <br />could cost $240,000.00 to prepare. Mayor Morris opened the public <br />hearing and asked if anyone wished to speak. Tom Roach stated there <br />are weeds in the open drainage ditches in Westover, and children are <br />playing in them. He is amazed the City could consider more open <br />ditches when the present ones are already an eyesore and dangerous. <br />Mr. Oswald stated the drainage can be designed more elaborately for <br />additional money (Mr. Guerra present at this time - 8:32 p.m.). <br />Dianne Wassenich stated she and others from the River Foundation <br />have been present at the public hearings on the Drainage Master <br />Plan. They do not want neighborhood runoff to go directly into the <br />river and recommend the city place sedement traps and filters to <br />keep this from occurring. No one else wished to speak, so Mayor <br />Morris closed the public hearing. Mr. Moore stated the Neighborhood <br />Associations need to get involved and be advised of the plans and <br />get their response. Mr. Cox stated Phil Neighbors of the Chamber of <br />Commerce would be interested in providing the information to the <br />Chamber Board for their review and possible support. The Council <br />wants to look at this matter again in one month and directed Staff <br />to provide publicity on what we are looking at doing. <br /> <br />Mayor Morris introduced for consideration a public hearing and <br />adoption of a zoning Ordinance, the caption which was read as <br />follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING THE OFFICIAL ZONING MAP OF THE CITY BY REZONING <br />A TRACT OF PROPERTY 0.1 ACRE IN SIZE, MORE OR LESS, LOCATED AT <br />215 JACKMAN STREET, FROM "M" (SINGLE-FAMILY, DUPLEX AND <br />NEIGHBORHOOD BUSINESS DISTRICT) TO "R-2" (SINGLE-FAMILY <br />DWELLING DISTRICT [MEDIUM DENSITY]) AND DECLARING AN EFFECTIVE <br />DATE. <br /> <br />Mayor Morris opened the public hearing and asked if anyone wished to <br />speak for or against the zoning amendment. No one did, so Mayor <br />Morris closed the public hearing. Mr. Cox moved for adoption of the <br />zoning ordinance and Mr. Hart seconded the motion, which passed <br />unanimously. <br /> <br />Mayor Morris introduced for consideration a public hearing and <br />adoption of a zoning Ordinance, the caption which was read as <br />follows: <br />
