<br />88 <br /> <br /> <br />Regular Meeting September 12, 1994 Page 6 <br /> <br /> <br />Mr. Moore moved for adoption of the Resolution and to amend PART 1 <br />for Robert Mooney to serve as the City's voting Delegate and PART 2 <br />for Ronald K. Hart to serve as the City's Alternate Voting Delegate <br />and Mr. Mooney seconded the motion, which passed unanimously. <br /> <br />Mayor Morris introduced for consideration Item 9.D. (4) removed from <br />the consensus agenda, adoption of a Resolution, the caption which _. <br />was read as follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, APPROVING A FORMAT FOR HUMAN SERVICES PROVIDER CONTRACTS <br />FOR FISCAL YEAR 1994-1995; AUTHORIZING NEGOTIATION AND <br />EXECUTION OF THESE CONTRACTS, AND DECLARING AN EFFECTIVE DATE. <br /> <br />Mr. Moore moved for adoption of the Resolution and Mr. Mooney <br />seconded the motion. The Council discussed audits of the contracts, <br />and it was consensus of Council that City Staff randomly perform <br />audits of the agencies we enter into contracts with. The Council <br />then voted unanimously for adoption of the Resolution. <br /> <br />Mayor Morris introduced for consideration Item 9.D. (7) removed from <br />the consensus agenda, adoption of a Resolution, the caption which <br />was read as follows: ~ <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, APPROVING A LIST OF PROJECT PRIORITIES WITHIN THE CITY <br />IN CONJUNCTION WITH THE TEXAS DEPARTMENT OF TRANSPORTATION'S <br />TRANSPORTATION ENHANCEMENT PROGRAM; APPROVING THE SUBMISSION OF <br />THIS RESOLUTION TO THE TEXAS DEPARTMENT OF TRANSPORTATION; AND <br />DECLARING AN EFFECTIVE DATE. <br /> <br />Mr. Guerra moved for adoption of the Resolution and Mr. Cox seconded <br />the motion. Mr. Moore stated he would abstain from this item <br />because of his wife's interest in the matter. Marsha Moore <br />explained to the Council the City is asked to prioritize projects, <br />and it comes into effect if both projects have equal points. She <br />requested the City give the Junior Service League (JSL) their <br />support, and that the City's grant will stand on its own merit. <br />Mayor Morris stated she would provide a letter of support of the <br />project if they wanted her to, and Mrs. Moore stated they would like <br />to have the letter. The Council voted unanimously for adoption of <br />the Resolution. <br /> <br />Mayor Morris introduced a discussion regarding the San Marcos <br />Transit System and direction to Staff. Dave Marsh advised the city <br />Council the City has been awarded a grant for a trolley system. Mr. <br />Marsh is ready to implement a system on behalf of the city with the <br />Council's direction. He stated the proposed route will need to be <br />reviewed, ADA requirements met, the trolleys purchased and put on <br />the street. Mr. Marsh advised the State will pay $160,000.00 for <br />the development of the park and ride grant. It is suggested we have <br />a five-day service. It was consensus of Council to have a seven-day <br />service with weekends on a limited basis for the purpose of <br />assisting with tourism. Mr. Marsh stated it would take a year to <br />get the trolleys and would be able to offer limited service by bus <br />in the Spring of 1995. Mr. Marsh thinks a mix of trolleys and buses <br />should be used and estimated each trolley to cost - <br />$150,000.00-$200,000.00 and buses at $150,000.00. Mr. Marsh stated' <br />trolleys seem to be more acceptable to those riding. He stated -~ <br />there will be $1.27 million for the purchase of buses for capital <br />funding through a federal grant, and the cost of operation would run <br />approximately $325,000.00 a year. He stated San Marcos has a place <br />in this for operational funding. The Council directed Mr. Marsh and <br />Mr. Taylor work on the contract. <br /> <br />Mayor Morris introduced a discussion regarding the Council of <br />Neighborhood Associations and direction to Staff~ On September 8, <br />1994 a meeting was held with representatives of the City and <br />Neighborhood Association, and a report was provided to the Council <br />listing items of the discussion, including the value of neighborhood <br />associations, ways to strengthen and clarify the partnership with <br />the city and ways to improve the meetings between the Council of <br />
