Mr. Cox stated the city does not always follow through, Mr. Mooneys tated a monthly status report is needed, and Mr. Guerra stated recommendations to enhance the relationship were given but were not critical of the city. Gwen smith advised they are in need of a good neighborhood map and felt communication was the key. It was expressed the need for Mr. Patterson to prepare a letter to the associations with a history why they were created and try to determine the areas without representation to get them involved. It was recommended the information also be placed in the newspaper. Mr. Cox stated we need to formulate a long-term plan with Staff and the Neighborhood Associations, and Mayor Morris stated this should be done after a map is prepared and representation of the neighborhoods is identified. Mayor Morris introduced the city Manager's Report. Mr. Gilley advised the Aquifer level is now above the Stage 1 level (660'). He stated he rescinded stage 1 this day, and it would be published in the Daily Record on Tuesday, September 13. The level today is 663.4'. Mayor Morris introduced for discussion the City Attorney's Report. Mr. Taylor had no report at this meeting. Mayor Morris introduced the city Council's Report. (1) Mr. Cox advised the Council the evening of September 30, there will be an old automobile ralley in conjunction with the 100 year anniversary of the Fish Hatchery Building, and tickets are available for $6.00 each. (2) Mr. Guerra thanked the Staff members who were involved in the Neighborhood Association Meeting last week. Mayor Morris introduced an Executive Session pursuant to the Government Code, section 551.071, to,discuss pending litigation (Sierra Club vs. Babbitt; San Marcos Joint Venture vs. City of San Marcos), and matters where the city Attorney's ethical duty to the City clearly conflicts with the Government Code Chapter 551; and pursuant to section 551.072 and 551.073, to discuss purchase of real property. Mr. Guerra moved to adjourn into Executive Session at 10:51 p.m. and Mr. Moore seconded the motion, which passed unanimously. Mr. Mooney moved to reconvene at 12:03 a.m. and Mr. Guerra seconded the motion, which passed unanimously.
