The key issues addressed were the need <br />for communication and visible support from the city. Mr. Cox stated <br />the city does not always follow through, Mr. Mooneys tated a monthly <br />status report is needed, and Mr. Guerra stated recommendations to <br />enhance the relationship were given but were not critical of the <br />city. Gwen smith advised they are in need of a good neighborhood <br />map and felt communication was the key. It was expressed the need <br />for Mr. Patterson to prepare a letter to the associations with a <br />history why they were created and try to determine the areas without <br />representation to get them involved. It was recommended the <br />information also be placed in the newspaper. Mr. Cox stated we need <br />to formulate a long-term plan with Staff and the Neighborhood <br />Associations, and Mayor Morris stated this should be done after a <br />map is prepared and representation of the neighborhoods is <br />identified. <br /> <br />Mayor Morris introduced the city Manager's Report. Mr. Gilley <br />advised the Aquifer level is now above the Stage 1 level (660'). He <br />stated he rescinded stage 1 this day, and it would be published in <br />the Daily Record on Tuesday, September 13. The level today is <br />663.4'. <br /> <br />Mayor Morris introduced for discussion the City Attorney's Report. <br />Mr. Taylor had no report at this meeting. <br /> <br />Mayor Morris introduced the city Council's Report. (1) Mr. Cox <br />advised the Council the evening of September 30, there will be an <br />old automobile ralley in conjunction with the 100 year anniversary <br />of the Fish Hatchery Building, and tickets are available for $6.00 <br />each. (2) Mr. Guerra thanked the Staff members who were involved <br />in the Neighborhood Association Meeting last week. <br /> <br />Mayor Morris introduced an Executive Session pursuant to the <br />Government Code, section 551.071, to,discuss pending litigation <br />(Sierra Club vs. Babbitt; San Marcos Joint Venture vs. City of San <br />Marcos), and matters where the city Attorney's ethical duty to the <br />City clearly conflicts with the Government Code Chapter 551; and <br />pursuant to section 551.072 and 551.073, to discuss purchase of real <br />property. Mr. Guerra moved to adjourn into Executive Session at <br />10:51 p.m. and Mr. Moore seconded the motion, which passed <br />unanimously. <br /> <br />Mr. Mooney moved to reconvene at 12:03 a.m. and Mr. Guerra seconded <br />the motion, which passed unanimously. <br /> <br />The meeting adjourned at 12:06 a.m. on motion made by Mr. Guerra and <br /> <br />seconded by Mr. Hart. l ~vVì Vi!I.
