City Council Meeting Minutes June 7, 2016 <br />implored the Council to reconsider their decision. <br />Kate Shaw, addressed the Council animal services in Hays County and the <br />recent story in the San Marcos Daily Record regarding the shelter being at <br />capacity. She stated some of the low cost options for spay and neuter services <br />that are available to Hays County and their statistics. She would like to see the <br />City provide resources to establish a more permanent low cost option to <br />residents of San Marcos. <br />Trenton Kowalczuk, stated that he provides paddleboard yoga instruction and <br />explained how the Mill Race provides a controllable area in which they are able <br />relax and rehabilitate. He spoke about the benefits of individuals being outside <br />and how having the dam and mill race allow for people to participate in <br />activities that improve their healthy and overall well being. <br />David Sergi, spoke on behalf of his client, Plant K, and asked that the Council <br />review the issue that happened with Plant K and "Ralph" the car. He asked <br />the Council to consider their proposed Ordinance relating to the Junk Vehicle <br />Ordinance. He stated that this was a matter of political speech being <br />important. <br />Rafael Murray, spoke on behalf of Planet K as the Manager of Plant K - San <br />Marcos, he stated that he is asking for the Council to vote on their proposed <br />Ordinance. He stated complaints that he has with Fire Marshal Ken Dell. <br />William Pethel, spoke in opposition of the removal of Cape's Dam, and how the <br />dam creates habitat for the Fountain Darter and Texas Wildrice. He stated <br />that it is unsafe and needs to be addressed. <br />Lisa Marie Coppoletta, spoke in support of the Council's decision to remove <br />Cape's Dam and addressed the opposition and how all they care about is their <br />own economic interests. <br />CONSENT AGENDA <br />A motion was made by Council Member Gregson, seconded by Mayor <br />Pro -Tem Thomaides, to approve the consent agenda (Items # 4 -9) with the <br />exception of item #5, which was pulled and considered separately. The motion <br />carried by the following vote: <br />4.
