City Council Meeting Minutes June 17, 2016 7. Resolution 2016 -76R, authorizing the submission of an application to the U.S. Department of Justice, Bureau of Justice Assistance for a Justice Assistance Grant in an amount not to exceed $17,000 to fund the purchase of a total station surveying system for spatial documentation of criminal investigations and serious vehicle collisions for the Police Department, authorizing the City Manager or his designee to execute any and all documents as necessary to accept and implement the Grant, if awarded; and declaring an effective date. 8. Resolution 2016 -77R, approving an Administrative Services Agreement with United Healthcare Services, Inc. for the provision of medical, pharmacy, dental, flexible spending accounts (FSA), retiree, online enrollment tool and COBRA benefits administration in a total not -to- exceed amount of $2,803,337.00; authorizing the City Manager or his designee to execute this agreement on behalf of the City; and declaring an effective date. 9. Resolution 2016 -78R, nominating Tom Taggart for reappointment as the City of San Marcos Area Representative to the South Central Texas Regional Water Planning Group. 10. Resolution 2016 -79R, approving an agreement with Attorney Arturo D. Rodriquez of the Russell & Rodriquez, LLP law firm for the provision of legal services to protest the application of DMS Real Tree, LLC for a Texas Pollution Discharge Elimination System Permit in the amount of $75,000 which includes an increase of $25,000 above the previous not -to- exceed contract amount of $50,000; ratifying the City Attorney's execution of the agreement on behalf of the City; authorizing the City Attorney to execute authorization of the increase; and declaring an effective date. 11. Resolution 2016 -80R, amending Resolution 2015 -80R which authorized the City's acceptance of a grant from the Texas Department of Transportation for the construction of T- Hangars and associated improvements at the San Marcos Regional Airport to change the project reference from eight nested T- Hangars to Hangar development; to increase the estimated project cost from $755,000.00 to $816,667.00; to approve the City's expenditure of 10% of the total project cost in local funds in the estimated amount of $81,667.00; to approve the City's expenditure of funds in the estimated amount of $18,333.00 for additional work outside the original TxDOT approved scope and authorizing the City Manager to act on the City's behalf with regard to this grant program and any and all contracts and agreements with TxDOT and other parties as necessary for the implementation of the project at the San Marcos Regional Airport; and declaring an effective date. 12. Resolution 2016-81R, approving the purchase of road building materials from Colorado Materials, Ltd. in the total estimated amount of $551,250.00 and from Martin Marietta in the total estimated amount of $176,910.00 for the Public Services Department - Transportation Division; authorizing the City Manager or his designee to execute the appropriate purchasing documents on behalf of the City; and declaring an effective date.
