RESOLUTION NO. 2016 -89R <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS SUPPORTING THE CONTINUED FUNDING OF <br />LONE STAR RAIL AND A COMMUTER RAIL PROJECT IN THE <br />CENTRAL TEXAS CORRIDOR; AND DECLARING AN EFFECTIVE <br />DATE. <br />Recitals: <br />1. Central Texas, known for its quality of life, environmental resources and economic <br />vitality, has seen it population grown by 475,000 within the CAMPO counties between <br />2000 and 2010 (from 1.284 million to 1.759 million population) and is expected to grow <br />by an additional 380,000 by 2040; and <br />2. To address the growing transportation needs and facilitate the safe, reliable, sustainable, <br />and efficient transport of people while improving mode choice, mobility, clean air quality <br />and regional attainment goals and access to educational, employment, and commercial <br />center as well as to promote connectivity, and provide an alternative to the use of major <br />regional highways; and <br />3. The San Marcos City Council approved a resolution on December 17, 2013 to establish a <br />transportation infrastructure zone pursuant to Section 173.256 of the Texas <br />Transportation Code to provide funding for the operation of a passenger rail service <br />system to serve the City of San Marcos; and <br />4. The San Marcos City Council adopted a resolution to approve a First Amendment to <br />interlocal agreement between the City of San Marcos and the Lone Star Rail District that <br />set a contribution rate of 50% of the available city property tax increment and 50% of the <br />city sales tax increment generated within the zone in order to provide funding of the <br />operation and maintenance of the Lone Star Rail system, subject to the conditions stated <br />in the interlocal agreement. <br />5. In June 2011, the CAMPO Transportation Policy Board allocated $20 million in Surface <br />Transportation Program — Metropolitan Mobility (STP -MM) funds to the Lone Star Rail <br />District for the purpose of conducting feasibility and environmental studies in the Union <br />Pacific corridor between the greater regions of Austin and San Antonio. <br />6. The Capital Area Metropolitan Planning Organization will consider a vote in August <br />2016 to determine if the Lone Star Rail District will continue to be the lead organization <br />to develop a commuter rail service for this region. <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SAN <br />
