The Executive Session adjourned at 10:47 p.m. on Tuesday, June 16, 2009. <br />• <br />4. Reconvene and Consider Action on Item Discussed During Executive Session. <br />The San Marcos City Council reconvened into regular session at 10:48 p.m. on Tuesday, June <br />16, 2009. No action was required from Executive Session. <br />5. Invocation <br />Kyle Dicke, Assistant Director of Public Services over Electric Utilities, provided the invocation. <br />6. Pledge of Allegiance <br />Councilmember Bose led the assembly in the Pledge of Allegiance. <br />7. Citizen Comments <br />Daniel Scales, 516 Harvey, reported that he applied for a position on the Human Services <br />Advisory Board, and there was one other applicant to fill two vacancies approximately two <br />months ago. He has spoken with staff repeatedly and was told that Council wanted a pool to <br />draw from. Council couldn't find anyone because this is a second job. He understands why <br />people are unwilling to apply, but he is ready to go to work. He listed his qualifications and <br />stated that he would appreciate the Council's consideration. <br />Betsy Robertson, Q a • <br />y rtson, 1410 Probress, spoke rebardm? the changes to the water regulations. The river <br />is very vulnerable, and this is not time to put more stress on it. It will be very difficult to enforce <br />having alternate days. Very few people have asked for this, and it does not seem to be good idea <br />to do this for just a few people. She noted that a lot of systems are automatic and do not require <br />the resident to be home, and there is no real reason to not have it on designated days. She stated <br />that it is the Council's job to set priorities, and there is a clear cut balance between the river and <br />lawns. <br />Kara Sweidel, 1003 W. MLK, reported that she has just returned from New Mexico, and it was <br />very dry. The river here is greatest thing about this city. It is why people come to visit and <br />choose to stay. The river is so much lower than it was a month ago. It is not a good idea to <br />allow people this option, and it will be totally unenforceable. There is a lack of real enforcement <br />in the first place. There are a lot of automatic sprinklers, but residents could also ask their <br />neighbors to help with watering when they are out of town. Grass is not that important. People <br />across the nation are openly violating water regulations. The river should be our top priority. <br />Dianne Wassenich, 11 Tanalewood, stated that the water conservation ordinance would be <br />weakened with this option. We do not have the type of meters that can check on watering. The <br />river is really low at this time. She reported that she attended a meeting in Seguin and listened to <br />a request from San Antonio to study water issues. San Antonio would fund $1 million for this <br />study. She noted that San Antonio continues to study to find ways to separate out this area so <br />that we would have different water conservation rules than San Antonio.
