demonstrated the importance of water conservation. San Antonio must continue to conserve, and <br />• we need to be an example of conservation. In San Antonio, if a citizen calls in to report a <br />violation, the violator just gets a first warning. However, if the enforcement patrol sees a <br />violation, it is an immediate fine. <br />David Power, 1303 San Antonio, spoke regarding the LCRA Wholesale Power Agreement. He <br />reported on a Progressive Power Agreement and highlighted options such as: 1) allows you to <br />purchase power from others than LCRA; 2) the ability to own your own generation (solar); 3) the <br />right to own future generation capacity; and 4) the right to choose your own power mix. He <br />reported there are also several power companies that have power purchase agreements ready. <br />He suggested that the Council consider energy efficiency incentives as well. <br />8. Staff Reports <br />There were no staff reports. <br />9. City Council Reports <br />There were no City Council reports. <br />CONSENT AGENDA <br />• to. Consider approval of minutes. <br />A. June 2, 2009 <br />11. Consider adoption on second and final reading of Ordinance 2009-31, amending Article <br />2, Division 2 of Chapter 86, Water Conservation, of the San Marcos City Code; and <br />providing an effective date. <br />12. Consider adoption of Resolution 2009-79R, approving and authorizing the City <br />Manager or designee to submit an application to the United States Department of Energy <br />for the Energy Efficiency and Conservation Block Grant Program; and declaring an <br />effective date. <br />13. Consider adoption of Resolution 2009-80R, approving a commercial lease with Twofold, <br />LLC for the premises located at 645 North Walnut Avenue, New Braunfels, Texas for the <br />location of a WIC satellite office; authorizing the City Manager to execute said lease; and <br />declaring an effective date. <br />14. Consider adoption of Resolution 2009-81R, approving and authorizing the City <br />Manager or designee to submit an application to the Capital Area Council of Governments <br />for a grant to purchase a mobile command and communications vehicle; and declaring an <br />effective date. <br />• 15.
