• Estimate the expected energy efficiency savings or shifts for each program. <br />• Provide information on the type of retail rate structures typically used in conjunction with these programs. <br />• Define and analyze significant barriers including infrastructure, communication and governance barriers <br />that wholesale electric customers face when investing in energy efficiency programs; <br />• Provide an analysis of infrastructure and communication barriers currently impeding the adoption of energy <br />efficiency and conservation measures as well as recommendations on how to address any barriers. <br />• Provide a comparative analysis of the role of small-scale, distributed and renewable energy options as an <br />avenue for wholesale electric customers to secure `conservation-like' energy savings. <br />• Provide recommendations on best practices and processes that LCRA can adopt to promote and support the <br />implementation of the energy efficiency potential by its wholesale customers. Recommendations should <br />cover the economic (financial incentives, time-of-use pricing, etc.), communication and technological <br />sectors. <br />Respondents are encouraged to propose different, or additional, tasks if they would achieve the same result more <br />efficiently or effectively. It is LCRA's intent that vendors utilized for the preparation of this study not be <br />contracted by LCRA to also implement recommended solutions. This does not preclude potential vendors from <br />providing program implementation services directly to LCRA's wholesale customers. <br />In addition, the selected vendor(s) will take the following key process steps and produce the required deliverables. <br />Step 1: Conduct Project Initiation Meeting: July 1 <br />The Contractor shall conduct a project initiation meeting with LCRA and its wholesale customers. Additional <br />parties such as the State Energy Conservation Office (SECO) and contractors working for wholesale electric <br />customers may be included in this opening meeting or may be brought in to discussions at a later time. The <br />Contractor shall prepare an agenda for the project initiation meeting which shall be submitted to LCRA and its <br />wholesale customers for review and approval prior to this meeting. <br />The purpose of the meeting is to: <br />• Review and refine the research objectives and discuss data requirements, and clarify current data <br />availability and quality; <br />• Review and reconfirm the schedule for the project, including key milestone dates; <br />• Review, clarify and refine cost effectiveness criteria; <br />• Review and adjust (as necessary) the project approach outlined in the proposal; and <br />• Develop project management and communication protocols to ensure that the information needs of LCRA, <br />its wholesale customers and the Contractor are satisfied. <br />The Contractor shall prepare and submit to LCRA and its wholesale customers, a detailed memorandum <br />documenting the results of the project initiation meeting. <br />Step 2: Refine List of Programs to Be Included <br />The Contractor shall prepare and submit to LCRA and its wholesale customers a draft list of all the efficiency <br />programs to be included in the evaluation including, for each measure, estimates of typical savings and usage per <br />customer, etc. The list will be approved by LCRA and its wholesale customers before advancing to the next stage of <br />research. <br />Step 3: Produce Draft Report, Presentation of Findings and Final Report <br />The Contractor will produce a draft report of all findings by August 14. The report will be read by LCRA and its <br />wholesale electric customers for initial feedback. After receiving this initial feedback, the Contractor will then <br />make a formal presentation to LCRA and its wholesale electric customers in late August. After the presentation, <br />LCRA, based on consultations with its wholesale electric customers may provide additional comments to the <br />Contractors. A final report will then be produced by September 11 and both paper and PDF electronic format copies <br />will be submitted to LCRA and its wholesale customers. <br />General Services RFP LR Revised 09/15/08 <br />Contract #TBD <br />Page 6
