promoting fundamental resources, or goals, for the healthy development of all youth in the <br />greater San Marcos area, including but not limited to the following: • <br />(1) An ongoing relationship with a caring adult; <br />(2) Structured activities in safe places; <br />(3) A healthy start; <br />(4) Marketable skills; and <br />(5) An opportunity to serve. <br />The commission will be responsible for creating, extending, modifying, or clarifying the means <br />of achieving these goals. The means of achieving the goals may change over time. The <br />commission should work with government agencies, private groups, religious groups, volunteers <br />and others in the area to provide the means for all youth to become productive and responsible <br />adults. The Committee's work with these groups may include the solicitation of funds to be <br />exclusively used for youth activities. <br />(c) City boards and commissions and the city manager are encouraged to consult with the <br />youth commission, and the commission will make recommendations, regarding the following: <br />1 the availability of city programs and services to youth in the city; <br />2 the provision of existing and future facilities for youth; <br />3 possible new programs and services to enable youth to reach their full potential; • <br />and <br />4 methods by which youth can take responsibility for strengthening existing <br />programs and services, and for providing new programs and services, to aid <br />youth. <br />(d) The youth commission will also: <br />(1) coordinate with other governmental entities, and with private citizens, institutions <br />and agencies regarding programs and services to aid senior citizens in the city; <br />(2) develop programs to recognize achievement and contribution to the San Marcos <br />community by youth; ate <br />(3) organize the Youth Hall E)f Fame Advocate of the Month Awards; <br />(4) raise funds for the benefit of youth activities; and <br />(5) disburse funds raised for youth activities in accordance with established <br />procedures. <br />• <br />2
