The mission of the city of San Marcos is to assure the residents <br /> ! of the city a sense of community, safety and neighborhood <br /> integrity by providing needed municipal services, fiscal <br /> responsibility and policy planning for the future. In addition, <br /> the city shall promote flexibility in public/private <br /> partnerships, sound economic development, intergovernmental <br /> cooperation and protection of our natural resources and the <br /> environment. <br /> In compliance with the City Charter, the San Marcos city Council <br /> presents the following policy statement for use by the City <br /> Manager in the preparation of the proposed Fiscal year 1994-1995 <br /> Budget. <br /> Policy Statement < <br /> 1. Provide City Services in a professional, courteous and <br /> efficient manner. <br /> 2. Maintain the highest standard of fiscal and asset <br /> management. <br /> 3. Develop and implement safe and adequate water supplies, <br /> expand delivery of City water service, enforce City codes <br /> requiring Water/Wastewater Service, and employ conservation <br /> and water resource management techniques. <br /> 4. Deliver the highest possible quality of wastewater treatment <br /> and promote the reuse of treated wastewater, and expand the <br /> delivery of City wastewater service with a long-term goal <br /> to build a tertiary treatment plant. <br /> 5. Implement Water and Wastewater Master Plans. <br /> 6. Identify street repair needs, costs, actual work load <br /> abilities of construction crew and possibilities for <br /> contract work and funding sources. <br /> 7.
