<br /> 117 <br /> Regular Meeting June 13, 1994 Page 8 <br /> "(b) The separate planning commission and zoning commission will <br /> continue in existence until they are succeeded by the combined <br /> planning and zoning commission, and all acts of the separate <br /> planning commission and zoning commission up to that time in matters <br /> subject to the jurisdiction of each commission are validated," and <br /> Mr. Mooney seconded the motion, which passed unanimously. The <br /> Council then voted unanimously for approval of the Ordinance on <br /> second reading. <br /> Mr. Guerra introduced for consideration Item 10.C. (7) removed from <br /> the consensus agenda, adoption of a Resolution, the caption which <br /> was read as follows: <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br /> TEXAS, APPROVING THE APPOINTMENT BY THE CHIEF OF POLICE OF <br /> MATTHEWHARMATUK AND WILLIAM TUCKER AS MEMBERS OF THE CITY'S <br /> RESERVE POLICE FORCE; AND DECLARING AN EFFECTIVE DATE. <br /> Mr. Mooney moved for adoption of the Resolution and Mr. Moore <br /> seconded the motion. Mr. Guerra inquired what efforts have been <br /> made to recruit minorities to the Police Reserves, and Chief <br /> Kendrick advised the city had only published notice in the San <br /> Marcos Daily Record for recruitment of Reserves, arid the city has a <br /> total of seven Hispanics and no Blacks as Reserves. The Council <br /> voted unanimously for adoption of the Resolution. <br /> Mr. Guerra introduced a discussion regarding property appraisals. <br /> Mr. Mooney stated there are enormous increases. Mr. Gilley stated <br /> there is a process which taxpayers can go through if they think <br /> their appraisal is not accurate. Mr. Gilley stated the city's tax <br /> rate and exemption process are in the City's hands and can be <br /> reviewed during the budgeting process and the Council's involvement <br /> in nominating appointments to the Appraisal Board. Mr. Mooney <br /> stated he requested this matter be discussed as being a matter of <br /> concern. <br /> Mr. Guerra introduced a discussion regarding a pilot intracity <br /> transportation system. Mr. Moore stated there has been a discussion <br /> for a long period of time regarding the need for a transportation <br /> system in the city. Mr. Moore suggested a portion of the CDBG <br /> funding go towards a one-year pilot program to see if such a system <br /> could provide the benefit that is being requested. Mrs. Franks <br /> advised the City could possibly have a transportation system through <br /> the CARTS program, and the city pursuing this separately could <br /> possibly jeopardize grant funding for the CARTS' program. Staff was <br /> requested to contact Mr. Marsh to request how to best handle this <br /> matter. Mr. Marsh has indicated to Staff he is optimistic about <br /> funding of a transportation system for San Marcos. Mr. Gilley <br /> stated there are many areas of concern that need to be investigated <br /> and to determine how to fund such a program. The Council directed <br /> Staff make recommendations how to fund a transportation program and <br /> the possibilities of who to contract with. <br /> Mr. Guerra introduced the city Manager's Report. (1) Mr. Gilley <br /> advised the following day the city would be closing on the purchase <br /> of the four LCRA substations. (2) Mr. Cox asked if a city/School <br /> Workshop has been scheduled. Mr. Gilley advised Staff is working on <br /> a date, and it could possibly be scheduled the end of this month. <br /> (3) Mr. Cox asked if Mr. Selvera's problem has been resolved. Mr. <br /> Gilley advised some issues were still unresolved, and Mr. Selvera <br /> had agreed to file a plat with the Planning Commission and has not <br /> yet done so. <br /> Mr. Guerra introduced the City Attorney's Report. Mr. Taylor had no <br /> report at this meeting. <br />
