City Council Meeting Minutes July 5, 2016 For: 7 - Mayor Guerrero, Mayor Pro -Tem Thomaides, Council Member Prather, Deputy Mayor Pro Tern Prewitt, Council Member Hughson, Council Member Derrick and Council Member Gregson Against: 0 Main Motion: that Resolution 2016 -89R be approved as amended. Council Member Prather voiced his concern about being able to hold Lone Star Rail accountable to ensure that the project moves forward before receiving the funding currently allocated. Council Member Gregson stated that he hoped that other elected officials in the area would take this Resolution of support into consideration before making any final decisions. The motion carried by the following vote: For: 7 - Mayor Guerrero, Mayor Pro-Tem Thomaides, Council Member Prather, Deputy Mayor Pro Tern Prewitt, Council Member Hughson, Council Member Derrick and Council Member Gregson Against: 0 11. Consider Resolution 2016 -90R approving an amendment to the Employment Agreement of City Manager Jared Miller; and declaring an effective date. 12. Consider approval, by motion, of Change in Service #1, for the preparation of a Feasibility Study Report for work at the San Marcos Regional Airport to Klotz Associates, Inc. in the amount of $9,240.00, authorizing the City Manager or his designee to execute the Change in Service on behalf of the City; and declaring an effective date. 13. Consider approval of a pay increase in the amount of $10,770 to City Manager Jared Miller effective July 4, 2016. 14. Consider approval of a pay increase in the amount of $6,959 to City Attorney Michael Cosentino effective July 4, 2016. 15. Consider approval of a pay increase in the amount of $8,868 to City Clerk Jamie Case and an increase in car allowance to $550 per month effective July 4, 2015. PUBLIC HEARINGS - 7:00 PM 16. TOOPM Receive a Staff presentation and hold a Public Hearing to receive comments for or against Ordinance 2016 -22, amending the official zoning map of the City by rezoning 4.78 acres of land, more or less, out of the J.M. Veramendi Survey located on the Southeast Corner of the intersection of IH -35 and East River Ridge Parkway from "FD" Future Development District to "PDD" Planned Development District with a base zoning of "GC" General Commercial District; approving standards for said Planned Development District; including procedural provisions; and providing for penalties; and consider approval of Ordinance 2016 -22, on the first of two readings.
