City Council Meeting Minutes July 5, 2016 <br />to read as follows: Recital # 2. To address the growing transportation needs <br />and facilitate the safe, reliable, sustainable, and efficient transport of people <br />while improving mode choice, mobility, clean air quality and regional <br />attainment goals, and access to educational, employment, and commercial <br />center as well as to promote connectivity, and provide an alternative to the use <br />of major regional highways;. The motion carried by the following vote: <br />For: 7 - Mayor Guerrero, Mayor Pro -Tern Thomaides, Council Member Prather, Deputy <br />Mayor Pro Tern Prewitt, Council Member Hughson, Council Member Derrick and <br />Council Member Gregson <br />Against: 0 <br />Motion to Amend: A motion was made by Mayor Pro -Tem Thomaides, <br />seconded by Council Member Gregson, that Resolution 2016 -89R be amended <br />to read as follows: Part 1. The San Marcos City Council hereby supports <br />continued funding of Lone Star Rail and the completion of the current <br />Environmental Impact Study to consider include all options throughout the <br />public environmental process, including a potential Union Pacific alternative, <br />for the routing of the passenger rail line. The motion carried by the following <br />vote: <br />For: 7 - Mayor Guerrero, Mayor Pro -Tem Thomaides, Council Member Prather, Deputy <br />Mayor Pro Tern Prewitt, Council Member Hughson, Council Member Derrick and <br />Council Member Gregson <br />Against: 0 <br />Motion to Amend: A motion was made by Mayor Guerrero, seconded by <br />Deputy Mayor Pro Tem Prewitt, that Resolution 2016 -89R be amended to read <br />as follows: 6. The Capital Area Metropolitan Planning Organization will <br />consider a vote in August 2016 to determine if the Lone Star Rail District will <br />continue to be the lead organization to develop a commuter rail service for this <br />region. The motion carried by the following vote: <br />For: 7 - Mayor Guerrero, Mayor Pro -Tem Thomaides, Council Member Prather, Deputy <br />Mayor Pro Tern Prewitt, Council Member Hughson, Council Member Derrick and <br />Council Member Gregson <br />Against: 0 <br />Motion to Amend: A motion was made by Mayor Pro -Tem Thomaides, <br />seconded by Council Member Gregson, that Resolution 2016 -89R be amended <br />to read as follows: Part 2. The San Marcos City Council hereby supports the <br />Lone Star Rail District to remain as the lead agency to bring commuter rail <br />service to the Central Texas Region, and opposes any effort to remove the Lone <br />Star Rail project from the CAMPO Regional Mobility Plan.
