Mr. <br /> Hart asked Mr. Boeker for clarification in section 4. (a) (Section <br /> 30-99) of the Ordinance. Mr. Boeker advised some users do not have <br /> City water meters, such as Elim water users, and in these instances <br /> we read their meters. The Council discussed making amendment to <br /> this section at a future reading of the Ordinance. Bill Haney <br /> expressed approval of the Council's clarifying amendment regarding <br /> "significant" industrial users. Willie Higgs stated in testing we <br /> need to be sure some of the neighbors' wastes are not included in <br /> each test. Paul Terry stated it was his opinion SWT is a <br /> significant industrial user and dormitory residential wastes were <br /> not included. Mr. Boeker advised much of SWT's wastes are collected <br /> and hauled off-site. Mr. Boeker advised the City will be testing <br /> some apartment complexes to see how they test. Mr. TerrY stated he <br /> thought residents should pay also. Melvia Randle stated the water <br /> bill for her business goes to Houston and wants the information to <br /> come to her as the user. Mr. Guerra moved to amend the Ordinance on <br /> Page 3 in No. 2 on the second line to read, " City at <br /> . . . <br /> announced times. " and Mr. Cox seconded the motion. On roll <br /> . . . , call the following vote was recorded: <br /> AYE: Hart, Guerra, Plummer. <br /> NAY: Moore, Mooney, Morris, Cox. <br /> ABSTAIN: None. <br /> The motion failed. Mr. Plummer stated other regulatory agencies do <br /> not make prior announcements. Mr. Haney stated the issue is letting <br /> the owner/operator know upon arrival for the sampling; "unannounced" <br /> is not the issue. On roll call for approval of the Ordinance on <br /> first reading, the following vote was recorded: <br /> AYE: Moore, Mooney, Hart, Morris, Cox, Plummer. <br /> NAY: Guerra. <br /> ABSTAIN: None. <br /> Mayor Morris introduced for consideration adoption of an Ordinance <br /> on emergency, the caption which was read as follows: <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br /> TEXAS, AMENDING THE ORDINANCE ADOPTED FEBRUARY 14, 1994, <br /> CALLING AN ELECTION BY THE CITY FOR THE PURPOSE OF ELECTING A <br /> MAYOR AND TWO CITY COUNCIL MEMBERS AND FOR OTHER PURPOSES IN <br /> ORDER TO REVISE CERTAIN PROVISIONS PERTAINING TO THE USE OF A <br /> PROPOSED ACTIVITY CENTER ON PARK PROPERTY; DECLARING AN <br /> EMERGENCY AND PROVIDING AN EFFECTIVE DATE. <br /> Mr. Moore moved for adoption of the Ordinance on emergency and Mr. <br /> Mooney seconded the motion, which passed unanimously. <br /> Mayor Morris introduced for consideration reconsideration of two <br /> Zoning Ordinances. The Council did not wish to reconsider these <br /> Ordinances.
