<br /> 6'1Þ <br /> Page 5 <br /> election shall be held on the date next authorized by state <br /> law for municipal elections which is at least thirty (30) days <br /> after certification of the petition calling for the recall <br /> - <br /> ~w.::¡;:;¡;»¡;;¡,¡,¡,¡,¡,¡:¡ <br /> Sec. 8.08. proceedings on budget after public hearing. <br /> æ~Y As a result of such public hearing, the city council <br /> may=iñsert new items or may increase or decrease the items of <br /> the budget, except items in proposed expenditures fixed by <br /> law, but where it shall increase the total proposed <br /> expenditures, it shall also provide for an increase in the <br /> total anticipated revenue to at least equal such proposed <br /> expenditures. <br /> - <br /> This group of revisions would bring about a fundamental change in <br /> the method of election of the city's governing body. The possible <br /> advantages of this change include an increase in voter <br /> participation in city elections, a greater focus on localized <br /> concerns, and greater assurance of maintaining ethnically diverse <br /> representation on the city council. The possible disadvantages of <br /> this change include a decrease in voter participation, less <br /> consensus on the city Council in dete~mining and meeting comrnunity- <br /> wide needs, and fewer Council positions and candidates for each <br /> voter to choose from in council elections. <br /> The proposed system of four single-member council districts, two at <br /> large council places, and an at large mayor position is accompanied <br /> by the following related Charter amendments: <br /> 1. The addition of section 3.011 to provide for transition <br /> from the current at large system. <br /> 2. The revision of section 3.02(a) (2) to require council <br /> members from council districts to be residents of their <br /> districts. <br /> 3. The revision of the restriction in section 5.04 on <br /> incumbent council members seeking reelection to a place <br /> different from that to which they were originally elected. <br />
