6'1Þ Page 5 election shall be held on the date next authorized by state law for municipal elections which is at least thirty (30) days after certification of the petition calling for the recall - ~w.::¡;:;¡;»¡;;¡,¡,¡,¡,¡,¡:¡ Sec. 8.08. proceedings on budget after public hearing. æ~Y As a result of such public hearing, the city council may=iñsert new items or may increase or decrease the items of the budget, except items in proposed expenditures fixed by law, but where it shall increase the total proposed expenditures, it shall also provide for an increase in the total anticipated revenue to at least equal such proposed expenditures. - This group of revisions would bring about a fundamental change in the method of election of the city's governing body. The possible advantages of this change include an increase in voter participation in city elections, a greater focus on localized concerns, and greater assurance of maintaining ethnically diverse representation on the city council. The possible disadvantages of this change include a decrease in voter participation, less consensus on the city Council in dete~mining and meeting comrnunity- wide needs, and fewer Council positions and candidates for each voter to choose from in council elections. The proposed system of four single-member council districts, two at large council places, and an at large mayor position is accompanied by the following related Charter amendments: 1. The addition of section 3.011 to provide for transition from the current at large system. 2. The revision of section 3.02(a) (2) to require council members from council districts to be residents of their districts. 3. The revision of the restriction in section 5.04 on incumbent council members seeking reelection to a place different from that to which they were originally elected.
