The revision of sections 6.07 and 6.08 to provide for <br /> recall of council members in council district positions <br /> only by qualified voters of their districts. section <br /> 6.07 is also proposed to be revised regarding the number <br /> of signatures required on a recall petition, and the <br /> information that must accompany each petition signature, <br /> to conform to similar revisions made in 1992 to the <br /> sections on initiative and referendum petitions. <br /> 5. The revision of section 8.08 to prohibit the city council <br /> from apportiöning discretionary funds among themselves <br /> and from apportioning budgeted expenditures among the <br /> four council districts. <br /> 2. Amend section 3.07(a) as follows: <br /> Sec. 307. Powers of the city council. <br /> All powers and authority which are expressly or impliedly <br /> conferred on or possessed by the city shall be vested in and <br /> exercised by the council; provided, however, that the council <br /> shall have no power to, and shall not: <br /> (a) Sell, convey, lease, mortgage or otherw~se alienate any <br /> land which is now, or shall hereafter be, dedicated for park <br /> purposes, unless the qualified voters of the city shall <br /> authorize such act by adopting in a general or special election <br /> a proposition submitting the question and setting forth the <br /> terms and conditions under which such sale, conveyance, <br /> ï_- <br /> . . . . <br /> The city has two existing leases of park property which have <br /> received voter approval. One is the Lions Club tube rental <br /> facility in City Park, and the other is the Little League area in <br /> Ramon Lucio Park. The Lions Club lease is for a 5-year term, <br /> renewable for three successive 5-year terms, and the Little League <br /> lease is for 20 years. The dynamics of the required election <br /> process for leases of parkland, including timing (can only be done <br /> once a year unless a special election is held) and expense <br /> (election expenses for the city and campaign/publicity expenses to <br /> obtain voter approval) have resulted in formal leases rarely being <br /> sought, and then only for relatively long lease terms. In <br /> addition, the past use of substitutes for park leases (e.g., "use <br /> agreements," "service contracts" and "license agreementsll) without <br />
