Election by majority. <br /> At any regular or special municipal election the candidates <br /> in each place on the ballot who shall have received the majority <br /> of votes cast in such election for such place shall be declared <br /> elected. In the event no candidate for a designated place on <br /> the city council receives a majority of the votes cast for that <br /> place in the regular or special election, a runoff election <br /> shall be held between the two (2) candidates who received the <br /> greatest number of votes for such place.
