Mayor Morris stated the SMEU Board would like to <br /> proceed with finding the land and water ownership, the water <br /> rights and power line extensions, in addition to the <br /> environmental issues. Mr. Gilley stated Mr. Cummings would like <br /> to share information with the City concerning this project.- Mr. <br /> Moore suggested the study, be done on a step by step basis due to <br /> the cost of the project. Mr. Saffer stated the project could be <br /> terminated at any step during the procedure. Discussion ensued. <br /> Council directed staff to proceed with the SMEU Board's request. <br /> Mayor Morris introduced the City Manager's Report. (1) Mr. <br /> Gilley advised the Council the City was awarded the Grant from <br /> Texas Parks & Wildlife for Rio Vista Dam and associated <br /> properties. (2) Mr. Gilley advised the Council the January <br /> Employee of the Month was Barbara Delgado. (3) Mr. Guerra asked <br /> where the City was on the Assistant City Manager search. Mr. <br /> Gilley stated the process had just begun and hoped to be <br /> completed by the first of April. Mr. Guerra stated he would like <br /> Mr. Gilley to advertise with the Hispanic ICMA newsletter. Mr. <br /> Gilley stated that was one of the groups being sought. <br /> Mayor Morris introduced the City Attorney's Report. Mr. Taylor <br /> had no report. . <br /> Mayor Morris introduced the City Council's Report. Mr. Moore <br /> stated Mayor Bruce Todd hosted a seminar of Regional Partners <br /> with regard to strategic programming. Mr. Moore stated Susan <br /> Reef of the Governor's Office contacted him regarding a meeting <br /> of the Edwards Aquifer Board regarding ethics. Mayor Morris <br /> asked the Council if they would like to proceed and participate <br /> with the San Marcos Literacy Action Grant jointly with the <br /> County. The Council agreed to proceed. The Council set a <br /> Special Meeting with the Airport Commission on February 14, 1994, <br /> from 6:00 p.m. to 7:00 p.m. The Mayor stated the Planning <br /> , <br /> Department would be holding a public hearing meeting on February <br /> 3, 1994, at 7:00 p.m. on CVBG. Mr. Hart stated he attended the <br /> Parkway Meeting and they were in the third year of studying loop <br /> expansion. Mr. Moore stated a meeting was conducted by Judge <br /> Etheredge regarding comprehensive transportation efforts. He <br /> stated railroad overpasses, the loop, FM 2439 and Ranch Road 12 <br /> were the main priorities, and that the smaller communities agreed <br /> San Marcos was the gateway community to the counties. Discussion <br /> ensued. The Council directed staff to check the City's position <br /> with the State regarding the overpass issue. <br /> Mayor Morris introduced an Executive Session pursuant to Chapter <br /> 551 of the Government Code, Section 551.071, to discuss pending <br /> litigation (Sierra Club vs. Babbitt) and matters where the City <br /> Attorney's ethical duty to the City clearly conflicts with <br /> Government Code Chapter 551, and Section 551.074, duties of a <br /> public officer (Mayor). Mr. Hart moved to adjourn into Executive <br /> Session at 12:05 a.m. and Mr. Moore seconded the motion, which <br /> passed unanimously. <br /> Mr. Hart moved to reconvene at 1:05 a.m. and Mr. Plummer seconded <br /> the motion, which passed unanimously. <br /> The meeting adjourned at 1:06 a.m. on a motion made by Mr. Guerra <br /> and seconded by Mr. Cox. <br />
