(7), and Mr~ Guerra <br /> seconded the motion. Mayor Morris moved to amend Part 2. (c) to <br /> exclude" . . . on a nondiscriminatory basis . . . " and add" . <br /> i without regard to race, creed, national origin, age, sex or <br /> . . <br /> physical disability," and Mayor Morris also moved to amend Part <br /> 2. (d) to read: "fees for all building construction permits will <br /> be waived." Mr. Hart seconded the motion, which passed <br /> unanimously. The Council then voted unanimously for approval of <br /> the contingency funds in the amount of $26,500.00 and for <br /> adoption of the Resolution. <br /> .' <br /> Mayor Morris introduced for consideration Item 12.F. (4) removed <br /> from the consensus agenda, adoption of a Resolution, the caption <br /> which was read as follows: <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN <br /> MARCOS, TEXAS, AWARDING AN ANNUAL CONTRACT TO MISSION <br /> UNIFORM AND LINEN FOR THE PROVISION OF UNIFORM <br /> SERVICES; AUTHORIZING THE PURCHASING MANAGER TO EXECUTE <br /> CONTRACT DOCUMENTS ON BEHALF OF THE CITY AND DECLARING <br /> AN EFFECTIVE DATE. <br /> Mr. Guerra moved for adoption of the Resolution and Mr. Moore <br /> seconded the motion. Bill Nagy, Aratex Services, Inc., stated it <br /> was his understanding the material was suppose to be 100% cotton; <br /> however, this was not the garment selected. Mayor Morris stated <br /> the bid speculations that were submitted were chosen by the <br /> employees. Mr. Nagy stated he had another proposal for the <br /> Council to consider in keeping the ,existing garments. Mayor <br /> Morris stated the City could not accept a proposal at this time <br /> due to the state bidding laws. The Council then voted <br /> unanimously for adoption of the Resolution. <br /> Mayor Morris introduced a discussion regarding a proposed ten- <br /> year design storm interval. Mr. Jenkins stated the ten year <br /> design was to provide improved level of service, safe access for <br /> emergency vehicles and evacuation, and to minimize standing water <br /> in neighborhoods. Mr. Jenkins stated there were differences in <br /> the magnitude of storms over periods of years. For example two <br /> year storms have a 50% chance of 4.10 inches and ten year storms <br /> have a 10% chance of 6.75 inches. Mr. Moore asked if this was a <br /> permanent design feature or if they were changeable in the <br /> future. Mr. Jenkins stated the system could be enlarged or the <br /> size of the valves could be changed. Mr. Cox asked if this was a <br /> fundamental assumption of the work to follow. Mr. Jenkins stated <br /> that was correct and all future work would be based upon the <br /> current findings. Mr. Jenkins stated all future growth outside <br /> the city limits was based upon the 25 year 4% 7.96 inches of <br /> storm levels. Mayor Morris asked staff to move forward with <br /> evaluation. <br /> Mayor Morris introduced a discussion regarding a report and <br /> i presentation from Fred Saffer & Associates on the feasibility of <br /> I the City installing small hydro units. Mr. Saffer stated they <br /> did a preliminary evaluation based on a Reconnaissance Study of <br /> small hydro units. Mr. Larry Baccari, Consultant, stated the <br /> preliminary evaluation discovered the following: (1) a <br /> hydropower unit of approximately 380 kw rating would be <br /> operationally feasible for the Cummings Dam (2) a siphon draft <br /> tube and penstock system would produce approximately 1.5 million <br /> kw per year on a consistent basis and (3) the cost of the unit <br /> would be approximately $200,000 not including the cost of the <br />
