<br /> 32 <br /> Regular Meeting January 24, 1994 Page 6 <br /> Ordinance on emergency, the caption which was read as follows: <br /> AN ORDINANCE OF THE CITY COu~CIL OF THE CITY OF SAN <br /> MARCOS, TEXAS AMENDING THE CITY BUDGET ORDINANCE FOR <br /> THE 1993-1994 FISCAL YEAR TO PROVIDE FUNDING FOR THE <br /> DOWNTOWN WATER SYSTEM VALVE INSTALLATION PROJECT; AND <br /> DECLARING AN EMERGENCY. <br /> Mr. Moore moved for adoption of the Ordinance on emergency and <br /> Mr. Plummer seconded the motion. Mr. Hart asked if all streets <br /> were to be full surface pavements. Mr. Jenkins stated the state <br /> routes would be resurfaced but the city streets would be patched <br /> in the areas where construction was done. Mr. Hart stated his <br /> concern with the trenches that were dug. Mr. Jenkins stated the <br /> patches at this time were temporary until the entire project was <br /> completed, then asphalt would be brought in to cover the patches. <br /> The Council then voted unanimously for adoption of the Ordinance <br /> on emergency. <br /> Mayor Morris introduced for consideration approval of an <br /> Ordinance on second reading, the caption which was read as <br /> follows: <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY.OF Sfu~ <br /> MARCOS, TEXAS, AMENDING SECION 5-2 OF THE SAN MARCOS <br /> CODE OF ORDINANCES TO REQUIRE CONSTRUCTION CONTRACTORS <br /> TO IDENTIFY THEIR VEHICLES BY COMPANY NAME AND LICENSE <br /> NUMBER; AMENDING SECTION 5-132 OF THE SAN MARCOS CODE <br /> OF ORDINANCES REQUIRING PERÞIITTED WIRING TYPES AND <br /> METHODS; AMENDING SECTIONS 5-151, 5-152, AND 5-167 OF <br /> THE SAN MARCOS CODE OF ORDINANCES REGARDING LICENSING <br /> REQUIREMENTS FOR MAINTENANCE ELECTRICIANS AND PERSONS <br /> PERFORMING WORK ON THEIR HOMESTEADS, AND A MINIMUM <br /> ELECTRICAL PERMIT FEE; AMENDING SECTION 5-168 OF THE <br /> SAN MARCOS CODE OF ORDINANCES ¡REGARDING WORK UNDER <br /> CERTAIN ELECTRICAL PERMITS; PROVIDING FOR SEVERABILITY; <br /> REPEALING ALL CONFLICTING ORDINANCES; PROVIDING A <br /> PENALTY; PROVIDING FOR PUBLICATION; AND ESTABLISHING AN <br /> EFFECTIVE DATE. <br /> Mr. Moore moved for approval of the Ordinance on second reading <br /> and Mr. Hart seconded the motion. Mr. Gilley stated staff had <br /> concerns regarding owners of rental property performing their own <br /> electrical work on their rental property without having the <br /> licenses to do so. Mayor Morris stated at the last meeting, the <br /> Council believed they were putting something new into the <br /> Ordinance, when the City had always prohibited owners from doing <br /> electrical work on rental property. Mr. Patterson stated <br /> residents were able to work on their own residential property, <br /> but not on rental property. Mr. Gilley stated City Inspectors <br /> inspected homes to be sure all electrical work in homes met the <br /> electrical codes. Mr. Jim Parris, building official, displayed <br /> to the City Council an example of a defective plug a homeowner <br /> installed. Discussion ensued. Mayor Morris moved to amend <br /> Section 3. (2) to read" . . . may perform electrical work with <br /> owners own hands in his/her residence owned and occupied by the <br /> resident. " and Section 5. (b) (3) " applicants own hands <br /> . . . . . and in the applicants residence owned and occupied by the <br /> resident." Mr. Moore seconded the motion. The Council then <br /> voted unanimously for approval of the Ordinance on second <br /> reading. <br /> Mayor Morris introduced for consideration approval of minutes of <br /> the Regular Meeting held January 10, 1994, approval of an <br /> Ordinance on second reading, adoption of two Ordinances on third <br /> and final reading, approval of contingency funds in the amount of <br /> $2,500.00 to the Texas Forestry Service, approval of contingency <br /> funds for relocation and rehabilitation of Dunbar Barracks <br />
