Mayor Moore introduced for consideration a public hearing and approval of an Ordinance on first reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, REPLACING THE TARIFF FOR WATER SERVICE FOR CUSTOMERS OF THE ELIM WATER COMPANY, INC. WITH THE RATES, i FEES, CHARGES AND BILLING PROCEDURES APPLICABLE TO THE CITY'S WATER SYSTEM; PROVIDING FOR PENALTIES; AND INCLUDING PROCEDURAL PROVISIONS. Mayor Moore stated the City Attorney had requested that Council table this item pending the closing of the contract. Mayor Moore opened the public hearing and asked if anyone wished to speak. No one did so Mayor Moore closed the public hearing. Ms. Hughson moved to table the Ordinance and Mr. Mihalkanin seconded the motion which passed unanimously. Mayor Moore introduced for consideration approval of minutes of the Regular Meeting of January 27, 1997, an Ordinance on second reading, an Ordinance on third reading and adoption of three Resolutions. The Council removed Items 10.D(4) and 10.E. to be considered separately. Mr. Guerra moved for approval of the minutes of the Regular Meeting held January 27, 1997, one Ordinance on second reading 10.13; one Ordinance on third reading 10.C and the three Resolutions 10.D(1), (2) and (3) and Mr. Hart seconded the motion which passed unanimously. The captions read as follows: Approval of Ordinance on second reading: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING THE TRAFFIC REGISTER MAINTAINED - UNDER SECTION 82.067 OF THE SAN MARCOS CITY CODE BY THE ADDITION OF TWO HOUR PARKING LIMITATIONS DURING THE HOURS OF 8:00 A.M. TO 5:00 P.M. IN THE 300 BLOCK OF E. HUTCHISON STREET AND THE 200 AND 300 BLOCKS OF N. EDWARD GARY STREET; INCLUDING PROCEDURAL PROVISIONS; AND PROVIDING FOR PENALTIES. Approval of Ordinance on third and final reading: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING CHAPTER 1, GENERAL PROVISIONS BY ADOPTING AN OFFICIAL CITY INSIGNIA; RESTRICTING USE OF THE INSIGNIA TO OFFICIAL CITY PURPOSES; INCLUDING PROCEDURAL PROVISIONS AND PROVIDING FOR PENALTIES. Adoption of Resolutions: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, APPROVING THE PURCHASE OF TWO PATROL VEHICLES FOR THE POLICE DEPARTMENT THROUGH THE STATE GENERAL SERVICES COMMISSION; AUTHORIZING THE CITY MANAGER TO EXECUTE PURCHASING DOCUMENTS WITH THE STATE ON BEHALF OF THE CITY AND DECLARING AN EFFECTIVE DATE. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, ENDORSING H.B. 348 TO PROMOTE PUBLIC WELFARE, PROTECT PROPERTY VALUES, AND CURE THE ELGIN BANK COURT RULING; AND DECLARING AN EFFECTIVE DATE.
