City Council Meeting Minutes August 2, 2016 <br />A motion was made by Mayor Guerrero, seconded by Deputy Mayor Pro Tem <br />Prewitt, to enter into Executive Session at 5:08 p.m.. The motion carried by the <br />following vote: <br />For: 6 - Mayor Guerrero, Mayor Pro -Tem Thomaides, Deputy Mayor Pro Tern Prewitt, <br />Council Member Hughson, Council Member Derrick and Council Member <br />Gregson <br />Against: 0 <br />Absent: 1 - Council Member Prather <br />2. Consider adoption or direction to Staff on matters discussed in Executive Session. <br />The Council reconvened into open session at 6:27 p.m. They provided <br />direction in executive session. <br />PRESENTATIONS <br />3. Receive a presentation and hold discussion regarding options for the use of <br />City -owned property at 214 E. Hutchison Street, and provide direction to Staff. <br />A motion was made by Mayor Pro -Tem Thomaides, seconded by Council <br />Member Gregson, that this Presentation be postponed to the next meeting. The <br />motion carried by the following vote: <br />For: 5 - Mayor Guerrero, Mayor Pro -Tem Thomaides, Council Member Prather, Council <br />Member Hughson and Council Member Gregson <br />Against: 2 - Deputy Mayor Pro Tern Prewitt and Council Member Derrick <br />6:00 PM <br />V. 30 Minute Citizen Comment Period <br />Kelly Sadler, Texas Masonry Council, spoke in support of the Masonry <br />Standards to be considered under Item #17. She stated that the International <br />Building and Residential Codes do not define fiber cement or synthetic stucco <br />as masonry. She stated that there are over 280 cities in Texas with masonry <br />standards in place, and that San Marcos is one of the only cities along the <br />corridor without responsible standards. <br />David Simoneaux, spoke about the REB project and the impact of flooding in <br />the area, and feels that this project will also have a negative impact on the <br />archaeological items within the area. <br />Sam Brannon, spoke about the concept about bait and switch in regards to the <br />curb cuts on Wonder World. He stated that when the wonder world extension <br />was approved with TXDOT several years ago that there wouldn't be any curb <br />City of San Marcos Page 2 <br />
