City Council Meeting Minutes August 2, 2016 <br />cuts as a compromise, and now that is being changed. <br />Lisa Marie Coppoletta, addressed the Council about future developments and <br />that we have a timeline that allows for public input. We should open up to the <br />public and we need to look at the possible karst features at development sites. <br />She spoke about starting sink holes and read from an article about sink holes. <br />She mentioned her videos going viral of her footage of the flooding from May <br />of 2015 and that we need to stop building over the recharge zone. <br />Jennifer Fischer, spoke in regards to the HEB project and her concerns with <br />the project. She stated that she would be patient, she lives in that <br />neighborhood and doesn't want it there. She asked about C 02 emissions due <br />to the increased traffic. She addressed concerns about impervious cover. She <br />stated that a vote for HEB is for HEB profits and that a vote no is for the <br />people. She stated that we are guardians of this land and asked to be patient. <br />Rob Roark, addressed Item #3 and stated that the parking lot was never a good <br />idea and that we need to be more creative and get a large parking garage built <br />downtown. Next he asked that the Council postpone the HEB item and send it <br />back to the P&Z because he feels they were provided incorrect information. <br />He stated that the Council should ask the distance of the left hand turn into the <br />property off of Wonder World. He stated that someone will get killed. He <br />asked that the Council please find out who is going to be doing the title work. <br />He stated that he doesn't agree with this project. <br />Blanca Loya, she spoke about the HEB item and the economic impacts. 'These <br />developers are paid to be involved and she would like there to be other options <br />on the east side of 35. <br />Jack Landau, addressed the Council about Item #17 regarding the masonry <br />standards. He stated that he disagrees with them and referenced that glass <br />blocks aren't able to meet the 2015 building code standards. He referenced <br />metal, wood and the issues with that. He would like to add form liners to the <br />allowable list and he provided a visual of a panel that looks like tilt wall, but it <br />is actually metal. He stated that these standards would increase the prices of <br />building. <br />Bob Holder, addressed the Council regarding the HEB Development and stated <br />that there are too many unanswered questions. He is concerned about if the <br />calculations are off. He spoke about the dam that was recently topped during <br />the last flood at Purgatory Creek, and stated that he knows the area very well. <br />City of San Marcos Page 3 <br />
