City Council Meeting Minutes August 2, 2016 <br />He stated that the silt buildup caused the dam to be less effective and there is <br />going to be more toppling. The next issue he addressed is the underground <br />detention pond under the store parking lot and how this could be a problem. <br />Mark Galvan, spoke against the HEB project with the main issues being the <br />green space and the flooding. He stated that he knows that HEB is typically for <br />the community and that they would want to be good stewards. He spoke about <br />the lease on the little HEB downtown and he stated that this is essential to the <br />walkability of downtown and he would hate to see that go away. He spoke <br />about the food /air complex. He said that he would like to see the HEB on the <br />east side of 35 off of McCarty as previously planned. He stated that he gets the <br />sex appeal of a new store, but HEB is well liked in San Marcos, but HEB <br />doesn't need to go here. <br />Joe Ptak, addressed the council about the Hutchison item and the importance <br />to include a mobility hub to that site. He provided comments for the need of <br />other transit modes to be available. He stated that the largest bus system is <br />segregated, and that will not be sustainable and that there will hopefully be a <br />change. Hutchison provides a unique opportunity. He would like to see the <br />implementation of Art included at a mobility hub as well. <br />David Wendel, didn't have much to add, but does believe that HEB would be a <br />much better steward of this property. He is coming out more and more against <br />this project. He stated that what we have seen over the recent year in regards <br />to flooding on that property is a concern, and that when you put a structure <br />when you have moving water it's not a good idea. He stated that he thinks this <br />should be tabled and sent back to P &Z. He said that we need an additional <br />amendment and we would need to ban plastic grocery bags at this location as <br />well. <br />Eleanor Close, spoke against the proposed HEB because of the flooding and <br />maintaining the greenspace. She would like to see the Council make more <br />environmental decisions for this property. She would like to see the McCarty <br />Lane HEB be developed. She would love to have one closer to her, but asked <br />the Council to say no. <br />Mike Wills, thanked the City Staff and Council for their time and spoke <br />against the Masonry Standards. He stated that there needs to be more time <br />put into this ordinance. He requested that the Council postpone the item so <br />that the architects and the Council could work together on this ordinance. <br />City of San Marcos Page 4 <br />
