28 <br />Regular Meeting February-24, 1997 Page 3 <br />moved for approval of the minutes of the Regular Meeting held February 10, 1997, approval of <br />the minutes of the Emergency Meetings held February 11, 1997 (Mr. Hernandez abstaining from <br />this item) and February 12, 1997, adoption of the Ordinance on third and final reading and <br />adoption of the remaining three Resolutions on consensus and Mr. Mihalkanin seconded the <br />motion, which passed unanimously. The captions of the Ordinance and Resolutions read as <br />follows: <br />Adoption of Ordinance on third and final reading: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING THE TRAFFIC REGISTER MAINTAINED UNDER SECTION <br />82.067 OF THE SAN MARCOS CITY CODE BY THE ADDITION OF TWO HOUR <br />PARKING LIMITATIONS DURING THE HOURS OF 8:00 A.M. TO 5:00 P.M. IN <br />THE 300 BLOCK OF E. HUTCHISON STREET AND THE 200 AND 300 BLOCKS <br />OF N. EDWARD GARY STREET; INCLUDING PROCEDURAL PROVISIONS; AND <br />PROVIDING FOR PENALTIES. <br />Adoption of Resolutions: <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, APPROVING THE EMPLOYMENT STATUS OF THE SMALL BUSINESS <br />INCUBATOR MANAGER; DIRECTING STAFF TO AMEND THE NECESSARY <br />REPORTS SUBMITTED TO THE TEXAS DEPARTMENT OF COMMERCE; AND <br />DECLARING AN EFFECTIVE DATE. <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AWARDING AN ANNUAL CONTRACT FOR THE PURCHASE OF <br />WATER METERS TO G.A. POWERS, CO.; AUTHORIZING THE PURCHASING <br />MANAGER TO EXECUTE CONTRACT DOCUMENTS ON BEHALF OF THE CITY; <br />AND DECLARING AN EFFECTIVE DATE. <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AUTHORIZING THE VOLUNTARY DISSOLUTION OF SLIM WATER <br />COMPANY, INC.; DIRECTING THE MANNER OF WHICH SAID DISSOLUTION <br />SHALL OCCUR; AND DECLARING AN EFFECTIVE DATE. <br />Mayor Moore introduced Item 9.C.(1), removed from the consensus agenda, adoption of a <br />Resolution, the caption which was read as follows: <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, APPROVING THE TERMS AND CONDITIONS OF AN AGREEMENT <br />BETWEEN THE CITY AND THE CITY OF KYLE FOR WATER SUPPLY TO THE <br />CHAMPIONS BUSINESS PARK; AUTHORIZING THE CITY MANAGER TO <br />EXECUTE THE AGREEMENT ON BEHALF OF THE CITY; AND DECLARING AN <br />EFFECTIVE DATE. <br />Mr. Cox moved for adoption of the Resolution and Ms. Hughson seconded the motion. Mr. <br />j Taylor stated Line 2 in Paragraph 3 of the agreement needs to read "... through w single 12" <br />meter. . ." and "... Kyle's existing 12" water supply ..." and Line 5 needs to read "...42,000 <br />gallons per day, or 651,000 gallons per month ..." Mr. Cox stated his motion was to adopt as <br />amended by Mr. Taylor and Ms. Hughson seconded, which passed unanimously. <br />Mayor Moore introduced for consideration Item 9.C.(2) removed from the consensus agenda, <br />adoption of a Resolution, the caption which was read as follows: <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, DIRECTING THE CITY MANAGER TO NOTIFY BROWNING-FERRIS, <br />INC., OF THE CITY'S INTENTION NOT TO RENEW THE SOLID WASTE AND
