Mayor Moore asked if the <br />transit could be chartered for local events. Mr. Marsh stated that was correct under certain <br />conditions; however, they would not compete with private Charter companies. Mayor Moore <br />asked what the projections were for the next couple of years. Mr. Marsh stated they expected the <br />service to increase and reach the projected 12 trips an hour. Mr. Hart asked if the trips were <br />considered people. Mr. Marsh stated that was correct. Mayor Moore asked about the service to <br />the School District. Mr. Marsh stated they provided service to the Hunter Road schools which <br />made up 43% of the ridership. Mr. Hart stated the buses are used more outside the corporate city <br />limits versus inside the city limits for school services. Ms. Hughson asked where the central <br />terminal would be located. Mr. Marsh stated that site is unknown at this time. Mr. Marsh stated <br />they would be operating the community paratransit operation which was previously operated by <br />Community Action. Mayor Moore asked about the fare system. Mr. Marsh stated the fare transit <br />routes were all distance based; however, the general rile of service is S 1.00 for all paratransit <br />local services. Ms. Hughson asked about the ad racks on the buses. Mr. Marsh stated they have <br />not been added at this time, however they are aware of the need at this time. Ms. Tamara Fife, <br />Community Relations Director with CARTS, stated the paratransit vehicles were being fitted for <br />ad racks at this time and once this was completed, the advertising would begin. Ms. Hughson <br />asked about a tourist route to include the mall, the downtown district and the historical district. <br />Mr. Marsh stated the Saturday productivity has been slow in the past and they are considering <br />such a route. Mr. Hart requested a revenue report from CARTS. A copy of this report is <br />attached to these minutes. <br />Mayor Moore introduced the City Manager's Report. Mr. Gilley had no report at this meeting. <br />Mayor Moore introduced the City Attorney's Report. Mr. Taylor had no report at this meeting. <br />Mayor Moore introduced the City Council's Report. Ms. Hughson inquired about a written <br />policy on carnivals. Mr. Gilley stated they are to be reviewed on a case by case basis. <br />Mayor Moore introduced an Executive Session pursuant to Government Code, Section 551.071, <br />to discuss contemplated litigation (Aquarena Springs taxation) and matters where the City <br />Attorney's ethical duty to the City clearly conflicts with Government Code Chapter 551 <br />(development incentive proposal - West IH35 Access Road). Mr. Mihalkanin moved to adjourn <br />into Executive Session at 9:32 p.m. and Ms. Hughson seconded the motion, which passed <br />unanimously. <br />Mr. Hernandez moved to reconvene from Executive Session at 10:33 p.m. and Ms. Hughson <br />seconded the motion, which passed unanimously. <br />The meeting adjourned at 10:46 p.m. on motion made by Mr. Hernandez and seconded by Mr. <br />Mihalkanin. <br />J l? <br />Billy G.
