Mr. Patterson stated this was not an issue of not being able to develop the property. <br />Ms. Hughson moved to deny Item 5B and Mr. Guerra seconded the motion. On roll call <br />the following vote was recorded: <br />AYE: Mihalkanin, Hughson, Hart, Guerra -- <br />NAY: Moore, Hernandez <br />(Mr. Cox filed disclosure affidavit). <br />Mr. Hart moved to table Item 5C and Mr. Guerra seconded the motion which passed <br />unanimously. Mr. Hart then moved to have this item removed from the table and Mr. <br />Hernandez seconded the motion which passed unanimously. Ms. Hughson moved to deny <br />Item 5C and Mr. Guerra seconded the motion. On roll call the following vote was recorded: <br />Aye: Hart, Guerra, Mihalkanin, Hughson <br />NAY: Moore, Hernandez <br />(Mr. Cox filed disclosure affidavit). <br />Mayor Moore introduced a public hearing regarding the allocation of the 1997 Community <br />Development Block Grant Funds (CDBG) and direction to staff. Mayor Moore opened the <br />public hearing and asked if anyone wished to speak. (1) Mr. Mario Gonzales stated he <br />was there to speak about the Boys & Girls Club of San Marcos. Mr. Gonzales stated he <br />was asking for the support of the Council to start this organization. Mr. Gonzales stated <br />they have been working with this organization for two years and is very concerned about <br />what is happening to the youth. Mr. Gonzalez stated this is a national organization to build <br />programs to reduce crime and upgrades economic achievement in the community. Mr. <br />Gonzalez stated this facility would be open from 3:00 p.m.-9:00p.m. Mr. Gonzales stated <br />they have submitted a proposal for $50,000 from the City. (2) Mr. Ray Castillo stated he <br />was a member of the Soccer Board of San Marcos. Mr. Castillo stated he was requesting <br />the City set some monies aside for the soccer fields for lighting needed on fields for more <br />playing time and to offer scholarships. Mr. Castillo stated if the Association can generate <br />their own funds they can also bring down the prices for registration. Mr. Castillo stated the <br />figure for the lighting would be approximately $25-28,000. (3) Ms. Patricia Perez stated <br />she was also a board member of the Soccer Association and was there to ask the Council <br />to set aside monies for the lighting. (4) Mr. Rumaldo Juarez stated he was speaking on <br />behalf of the Boys & Girls Club. Mr. Juarez stated he was a member of the Board of <br />Directors. Mr. Juarez stated in 1990 there were 247 cases which were referred to the <br />Juvenile Probation and in 1996 there were 770 which is a 212% increase. Mr. Juarez <br />stated they were proposing a 5 year plan which involves obtaining a facility and also the <br />necessary staff. Mr. Juarez stated for the first year they are aiming to obtain a <br />$129,600.00 budget. Mr. Juarez stated they are asking for $50,000 which the regional <br />office will match $25,000, obtaining $25,000 from Hays County and a proposal from the <br />Kellogg Foundation for $25,000 which would leave a balance of $5,000. Mr. Juarez stated <br />they would do their own fundraising for the $5,000 in the community. (5) Ms. Marla Phillips <br />stated she is a board member of the Soccer Association. Ms. Phillips stated with the help <br />of the grant they would be able to install lights for the fields and extend playing time for <br />tournaments and lower the cost for the players. Ms. Phillips stated they would also be able <br />to extend a helping hand to the SMHS soccer teams because they are at the present using <br />the football fields. Ms. Phillips stated the soccer teams are growing. (6) Ms. Loretta Alcala <br />stated she would also like to speak for the Soccer Association. Ms. Alcala stated she is <br />involved in sports with her children and is in favor of the lighting. Ms. Alcala stated the <br />lighting would help them raise more funds and help them schedule more games on <br />different days. (7) Mr. Victor Rojo, President of the Soccer Association stated they are <br />asking Council to allocate monies for installing lights at the soccer fields. Mr. Rojo stated <br />the program has grown from 43 teams to 53 teams last year and are expecting it to grow <br />more this year. Mr. Rojo stated they are trying to align the fields to increase the number <br />of fields because the teams are growing and by having the lights it would allow them to
