Mr. Rojo stated this would benefit the kids and the <br />City because the soccer fields are on City property and it would be a permanent addition <br />to that property. (8) Mr. Johan Gervais stated he was the director of the Small Business <br />Incubator and stated that as of last week they were 100% full. Mr. Gervais stated they <br />want to be 100% self sufficient. Mr. Gervais stated if they build out the rest of their facility <br />they can achieve that. Mr. Gervais stated the total cost would be $247,500. Mr. Gervais <br />stated they are willing to cover some of those funds with other grants. (9) Ms. Bri Koch <br />stated she is an entrepreneur and was there to speak on behalf of the entrepreneurs that <br />CBI serves. Ms. Koch stated they create jobs and bring dollars into the economy and set <br />example for others. Ms. Koch stated the entrepreneurs are a resource broad community. <br />Ms. Koch stated the development part of the incubator is now 100% occupied. Ms. Koch <br />stated the next step is to expand the facility to allow more entrepreneurs to start their <br />businesses. (10) Mr. Bucky Couch, treasurer of the Board of the Corridor Business <br />Incubator and entrepreneur for a software company stated he was asking for support for <br />building out the facility. (11) Mr. Dwight Sitta stated he is the founder of Bara <br />Environmental Solutions. Mr. Sitta stated the incubator helped him set up his business <br />plan, lawyers and investment people. Mr. Sitta stated it is tremendously important to back <br />up the CBI. (12) Mr. Ron Salewsky stated he would like to urge the City Council to use <br />a portion of the CDBG monies to help low and moderate income home owners with <br />assistance for a down payment or purchasing a lot. Mr. Salewsky stated he is proposing <br />1 to 3 bedroom homes in the Victory Gardens Addition and other depressed area of San <br />Marcos. Mr. Salewsky stated he would build about 10 to 15 homes per year in R-1 and R- <br />2 zoning areas on lots which are now sitting and deteriorating each year. These houses <br />would range from $38,000 to $55,000 plus lot. Mr. Salewsky stated it would also put <br />homes back on the tax rolls which benefit the whole community. Mr. Salewsky stated the <br />Habitat for Humanity is a good program because it places 1 to 3 families per year in their <br />own home. Mr. Salewsky stated this program would place 10 to 15 families or more per <br />year. Mr. Salewsky stated it would use all local subcontractors. Mayor Moore stated they <br />will be making decisions by July 14th on the allocation of $711,000. There were no other <br />speakers so Mayor Moore closed the public hearing. Mr. Guerra stated he was prepared <br />to direct staff and asked if the intent was to hear citizens and receive input and then <br />schedule discussion. Ms. Hughson stated the dollar amounts be brought to Council at the <br />next meeting. Mr. Gilley stated the staff has a compilation of requests and staff <br />recommendations and they will be brought to the Council. Mr. Gilley stated the general <br />direction to staff was to focus on infrastructure projects but make it clear that until the <br />Council has considered all the input from the public hearing process, it is not appropriate <br />to lock into projects. Mr. Gilley stated there are general guidelines. Mr. Guerra, stated he <br />wanted Mr. Gilley to resurrect the Council policy statement and any announcements which <br />were made at the retreat that might directly affect this process. Mr. Guerra stated he would <br />like to know what the City's Parks and Recreation Department does from a programmatic <br />standpoint as it applies to the soccer sport. <br />Mayor Moore introduced for consideration approval of the Minutes of the Regular Meeting <br />held May 12, 1997. Ms. Hughson moved for approval of the minutes and Mr. Mihalkanin <br />seconded the motion which passed unanimously. <br />Mayor Moore introduced for consideration adoption of an ordinance on third and final <br />reading, the caption which was read as follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, AMENDING THE SEWER RATES ESTABLISHED <br />UNDER SECTION 86.262 OF THE SAN MARCOS CITY CODE TO <br />PROVIDE FOR A DIFFERENT METHODOLOGY TO BE USED TO <br />DETERMINE THE AMOUNT OF WASTEWATER SERVICE USED BY <br />INDUSTRIAL USERS; AND INCLUDING PROCEDURAL PROVISIONS.
