(1) Maria <br />Fedrick is seeking library services for the children in Redwood. <br />She has requested assistance from the Commissioners in Seguin and <br />from Doug Stewart, and is interested in working with the City to <br />take care of getting these children to a library. (2) Linda Keese <br />stated Mayor Moore requested her to initiate a City-sponsored rebate <br />program to replace water-demanding plants with more drought-tolerant <br />ones for all R-1 residential homes and the prospect of establishing <br />a committee to develop a plan of action. She has discussed this <br />with several Texas cities who have done this and has provided the <br />Council with copies of this information. Other Cities have <br />determined the most cost effective method is to work with County <br />Agents to teach citizens to replace existing plqnts with <br />drought-tolerant plants and have achieved much success with the free <br />landscaping programs offered to the public as a one day eight-hour <br />course for beginning and advance levels in Austin and Galveston or <br />twice a year as a four half-days seminar in the Dallas/Fort Worth <br />metroplex. This would require the City to appoint a City liaison to <br />work with the County Agent to develop training criteria for the <br />surrounding area. Billy Kniffen is willing to work with the City <br />and possibly use the library or activity center. San Marcos has <br />Ordinances in place regarding landscaping for multi-family and <br />commercial buildings, but the Planning Department does not have a <br />qualified landscape designer to critique plans. Some other Cities <br />have appointed Boards of professional landscape designers, <br />I architects and nurserYmen who live in the area to review landscape <br />designs. Ms. Keese hopes we can look forward to making these <br />programs available to the public. Ms. Keese stated there are 45 <br />certified master gardeners in our area and 23 in a new class that <br />began last week. <br /> <br />Mayor Moore introduced for consideration one appointment to the <br />Human Development Commission. Mr. Mihalkanin moved to appoint <br />Shirley Robinson and stated Ms. Robinson will resign from Main <br />Street if appointed to serve on this Commission. The Council voted <br />unanimously for the appointment of Ms. Robinson. <br />
